Steel is basic product which is essentially use in any devlopment work
So it became indicator (meter)of any countries devlopment situation

It is also true our steel companies must need to improove steel qualities to make more demandful In house steel
Governments remains the largest buyer of steel for infrastructural needs. The projects are delayed due to bureaucracy & corruption. My suggestion is to keep bill passing & quality control agency from country like Japan etc.
Many iron ore mines are closed for long time. If the iron ore mines are available to the steel companies.The raw material cost can be significantly improved.
To increase steel consumption, the construction industry to be supported as it's the biggest consumer of steel. Simultaneously long term tax incentives to be extended to support exports related to Automotive, rail and shipbuilding in particular. Tax incentives should be extended for a period of 15 years as the break-even is reached usually between 10-15 years. This will help faster recovery of industry as a whole.
We are self-sufficient in making good quality steel, but the whole issue is we tend more towards exporting raw materials than making our own quality products. In my opinion we are missing a driving force to stream line procedures. If we can produce quality products at affordable rates using our own resources, which I think will lead to "Self-Sustainability". Why we have to depend on Imported goods, only because of "Quality @ Affordable Rate" factor. Kindly look into the matter.
Secondly, evaluate what grades and quality of steel being imported, and why indigenous production is not able to match such grade of quality, hence making ourselves independent in ferrous alloy business, once again.
There are several steel based alloys, that in powder form can be used in Additive Manufacturing (metal 3D Printing), this consumable has lot of potential. Currently such powder is imported, if government take numerous steps through PPP in getting production of Steel powder, India can be leading exporter. There are some developments with ARCI Hyderabad and MIDHANI doing something fruitful, and still not enough.
Steel Dustbins at every 250 metres in population of more than 20000, 500metres in population of 50000 and as per the swach bharat mission. Steel Tanks in the flood area of 1 lakh litre capacity or more for water preservation. Steel pipes on metro for artificial rains and pollution reduction through delhi metro boost in housing sector will automatically increase steel demand from steel rods to fan and wires etc.

In my opinion steel demand can be considerably increased by changing some regulations in the Automobile sector. Following can be done which will benefit many sectors all together :
All old vehicles, registered earlier than 15 years & running on old pollution norms shall be scrapped/recalled. It will serve 2 purposes 1) increase the steel demand for making new vehicles in auto industry 2) reduce the pollution levels created by old vehicles.
I think Indian steel industries should focus on new invention of steel grade.india is using very tradition quality steel no innovation and research on global competitive steel industries. Why steel maker are not invent new grade of steel
