The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

in my view storage of grains like wheat, rice to be stored in large tanks the way they store petroleum products with stainless steel lining of tanks the tank should be filled with nitrogen to keep grains from decaying have a bagging plant for repacking and distribution or transport in large jumbo bags for repacking in another location.this will ensure less wastage due to poor quality and aging bags ,stacking to large heights , water falling over bags.

The biggest challenge is the distribution of subsidised grains under ration system.
(1) Government must integrate ration data in smart cards
(2) Private players should be invited and distribution should be allowed only through smart cards

Private participation and Private Warehouses should be allowed in all grain producing states.
Despite of cauvery basin in Karnataka, there are not enough Warehouses to keep all the grains.
Govt should allow private procurement. Grain producers could also sell the grains to private procurers.
Tax exemption should be given to those who do trading of grains - food like rice wheat sugar jaggery etc.
IF needed, you need to privatise FCI. Right now it is all government and is prone to corruption

Open place storage should be avoided and the roof should be structured for this storage purposes

After every harvest there is space shortage in gowdouns and wheat bags are stored in open plinths.If middle class and salaried employed be motivated to store weat in there houses it can lead to solve the storage problem to some extent.Beside it will lead to employment in storage bin manufacturing,local atta chakkies etc and stability in food prices.To encourage private storage employees may be given insetives like wheat advance etc.

Continuous audit of FCI godowns through chartered accountants and timely actions on the basis of reports submitted by the auditors is the main solutions for FCI Restructuring. For this there should be a separate audit committee which would be responsible for transparent auditors appointment, taking actions on the basis of reports and implementing important suggestions given in the report.

The post-harvest yard drying, open threshing, & bagged storage needs to modernize. For 65yrs, crores spent on fertilizer subsidy hasn't secured the livelihood of the farmer. The warehouse type structure of FCI is not suited for food grain resulting in losses. Lets create Grain Elevator Infrastructure, i.e. hermetically sealed, humidity controlled, rodent-proof Engineered Structures, & we will be better served. http://sharmahemanth.blogspot.com/2012/02/why-grain-elevators-are-needed-in-india.html

Sir we should make FCI a public sector and the central govt. should aquire total crop lands give it to FCI. After this farmers should be given status of govt. employe of designation workers and like coal India ltd. there should be officers looking after the farmer's work. with this farmers will get monthly salary,and various amenities of public sector employee. There should be target of production as symmetrical to Coal India LTD. by this we can dissolve middle men and prices can be controlled .

Desh mei total gaon h 2 lakh. . Har 10 gaon par ek 12th ka school bnana chaie. . Total school 20000 aur ek ki cost hogi 2 crore .. matlab 40000 crore.. 2 saal mei pura karke khatam karo.. operating cost . 12 teacher 1 principal 2 peon and 2 guard.. 10 lakh rupee yearly matlab 2000 crores .. corporates ko bolo chalaye aur tx benefit le .. quality acholi hogi aur log padhege.. wha agri aur hindutva bhi padhao..

Fci ka vistaar army cant ki tarah hona chie matlab har 5 jilo par ek stock room.. jo puri tarah covered hona chaie. . Phir wha se demand k according supply honi chaie. . Aaj bhi anaj khule mei pda hai..waha kisaan aakr apna maal bech sake aisi vyawastha honi chaie. .fqyda anqj sadegq nhi aur kisaan ko pura paisa milega
