The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

\

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

आदरणीय प्रधानमंत्री श्री मोदी जी, / रेल मंत्री श्री सुरेश प्रभु जी , देशहित एवं जनहित में एक सुझाव आपके समक्ष पेश है - रेल लाइन की पटरियों की खाली पड़ी जमीनों को ऐसे भूमिहीन और जरुरतमंद लोंगों को आवंटन के जरिये कृषि कार्य के लिए देने की ब्यवस्था की जाय, जिसमें वह तिलहन और दलहन जैसी खेती कर सके ! जिससे कृषि प्रधान भारत देश में तिलहन और दलहन की घटती कमी को दूर किया जा सके !

Prime Minister has come out with with a massive Public Private Participation of building toilets for Girls Schools all over the country. I feel every toilet must be contructed with standard dimension, fixtures must be
with standard dimensions. Even the pit must have
standard dimensions only. For making this local industries
associations must be involved as certifying agencies. The rates must be fixed for each
item and even for contractor rate must be fixed. This makes certification easier

Use local grains for PDS instead of importing food from other states. For example millions ton wheat and rice come from Punjab for distribution in Bihar. Same way many racks of rice and wheat go to Punjab and other states.Why? There are surplus production of rice and wheat in Bihar. It is the loss of revenue and catalyst of transport mafia.FCI have big go downs. These halls are not safe for grains.Near about 25% grains get damaged due to improper care. A poor and needy people can care properly.

Restructuring of FCI is a good initiative towards strengthening the nation and an obligation to the farmers who who are "SO CALLED ANNADATA" in my view this oganistion should be brought in public -private partenership through competetive model and Ex-servicemen should be given proper responsebility in every zila sainik board who are an efficient and good human resource.

My suggestions on reorienting the role of FCI. I would like to give your benign attention towards implementing the Just In Time (JIT) for procuring the food grains for PDC, unless to ensure proper storage system to preserve of the collected food grains for a long term.

at present we have around 16 nos of labour law followed by companies , its too complexity for employee as well as employer also, can you plz simplify these act with appropriate way.

Restructuring of FCI need a total review on all expanses, this is not an exception like other many government organizations. This will definitely help sellers and buyers and ultimately the country.

There are two main problems with FCI i.e. corruption and shortage of storage capacity leading to rotting of food grains. As regards corruption, all from top to bottom are involved. Govt. should divide it in as many parts depending upon need for minimum transportation and availability of transport. FCI should purchase grains not more than storage capacity. Banks must finance godowns/warehouses' construction treating it agri. business to avoid legal mortgage.

Shops running for decades were sealed during CWG 2010 held in New Delhi and no relief was provided. That resulted in unemployment and loss of business to large no. of traders. There is no policy to help these distraught traders and its employees. We need a clear cut policy for their rehabilitation and reopening of shops. This is an issue related to Good Governance as echoed by our PM. Desealing them would create huge amount of new jobs,making our economy even stronger.
