Suggest greater use of IT tools for expenditure management.
In respect of all development projects it should be seen that there will not be any time and cost overruns.Assets should get generated equal to investment made.Physical auditing is essential. Unproductive schemes should weeded out and even they should be time bound.Populist schemes should be thoroughly scanned and tapered off.
Sir, for effective expenditure management the principal of MONEY SAVED IS MONEY EARNED AND TIME SAVED IS MONEY EARNED , be understood by every indian.
we need to adopt to one window system to almost all places where we can save a lot of time and lot of money. because the time saved can be effectively utilised for other work thereby yielding better finance management.

Govt offices shall use e-mail for all communications rather than physical transfer of papers as almost all central govt are either computerized or plan to do so.
Similarly while replying RTI online there shall be option of either online or physical reply.
It save paper cost, courier cost, man hours and increase efficiency of govt.
All govt website shall be user friendly and updated with all information, it reduce burden of RTI application and helps in expenditure mgmt.

Govt.should move put of hospitality sector. Look at the dismal performance of govt.-owned Ashoka group of hotels.As Modiji says, govt.has no point in doing business. These properties should be sold off to bolster govt's balance sheet, and can be used for building toilets, schools and hospitals.
All nationalised banks should be amalgated into a single entity, thereby, reducing xosts and creating a monetary giant, comparable to any world-level bank.
The best way to eradicate kaalabazari from our economy is to stop printing currency notes for a minimum of 5 years. As cash flow would substantially decrease, people would be bound to make payments through banks, be it cheques, transfers, debit or credit cards. Moreover, govt.can tax them according to their bank transactions.

The GoI has rolled out a .bharat domain. Through a policy we should have every citizen to have email ids on it for the purpose of adhar or pan card or bank accounts, there by not only keeping a check on bank transactions but also on other anti national activities. All government agencies should only accept this id thereby reducing corruption at grass root level. It has huge potential in tracking any kind of activity.
Let make scientific instrument audit commission comprised expert scientists (have good working experience reputed institutions in abroad) to determine the need of instruments, and also be active in future purchase and be involved in active monitoring of the use. This way we can use money judicially and can stop waste of precious money.
