With the GST coming into effect from 1st July, 2017, the biggest indirect tax reform of independent India, is going to transform the way indirect tax is administered in this country, impacting not just businesses but also the common man. GST is a tax on consumption of goods and services, which is levied at all stages right from manufacturing up to final consumption, with credit of taxes paid at previous stages available as setoff. It is going to remove the tax-on-tax effect through separate Central and State tax laws. In a nutshell, under GST, only value addition will be taxed , hence, reducing the burden of tax to be borne by the final consumer.

The most fundamental change in GST besides the consolidation of multiple taxes, is the use of a robust shared IT infrastructure in its operations. All the forms related to registrations, filing returns and other related activities can now be done through the GSTN Portal.

GST will help build an economically stronger India, with 'One Nation, One Tax, One Market.'

The present form of GST is very complex. Further reforms are required to rationalize the tax slabs from 4 to ideally 1 or of not possible, 2. Also at present, the state government agencies can still check the trucks at the state borders leading to delay, probably corruption (inspector raj) and obstruction of ease of business across India as one market. This needs to go.

Under GST rules unless the seller uploads the sale, purchaser does not get the set off of GST paid. Similarly, if the seller uploads the sale but does not pay his due GST, the puchaser is denied the set off of GST paid. If this be the case, does this not amount to discremination between two citizens of India, where one person (the purchaser) is taxed for omissions on the part of another person (the seller)?

The Account details and PAN card details submitted by the tax payer can be verified online as PAN card details are already mapped with all Bank Accounts.
There should also be option for scheduling of ECS payment of GST i.e if a customer is filing return on 16th he should have an option that the tax is debited from his account at a later date say 20th.

PAYMENT OF GST
There are three modes available for payment of GST :
1. E Payment
2. Over the counter
3. NEFT/RTGS.
I suggest that there should be one more mode for payment of GST which is
“ ECS DEBIT”
As the Bank , Account details and PAN Number are already provided at the time of registration for GST , the tax amount may be directly debited through ECS option.
This will help in totally eliminating the manual and cash option.
