The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

Public awareness campaigns should be launched to encourage people to use open-source products. Publishers should be be encouraged to publish books on popular open-source applications and packages so that people can learn about them. An open-source technical writing project can also be opened up so that user manuals and online help systems can be written for these products and applications. In short, open-source software should have all attributes of popular commercial software.

According to me there are a couple of bottlenecks for Open Source technologies..first, people skilled in open-source technologies are not in high demand in the industry; second, open-source products are not that user-friendly. Substantial money should be spent in research and projects to make each open-source product user-friendly. For example, a project to device a highly user-friendly image-editing software can be entrusted to a software company.

Open Source software is the need of the day. Not only for individual requirements, Open Source software are becoming more and more attractive for corporate requirements also. A few suggestions- open up open-source projects (in all spheres ranging from banking to tourism applications and products) for bidding by Indian software companies; second, ask Indian software companies to hire freshers and professionals having expertise in open source technologies.

Considering our potential as a major IT resourcer. We can indeed come up with a plan to set up a very user friendly Operating system. We have not exploited the potential of Sanskrit in the field of technology , by doing so, we can have the most sophisticated Operating system at a very less cost eventually making our country a technology super power.

"Open Source" is the technology, really a good technology, but that needs the clear awareness to all. Even educated people will expect more user friendly, so its really a tough situation to implement. But if we make it compulsion, then others will come a step forward to use the open source technologies. also If government announces some open source project competitions in Diploma, UG and PG level educations, we will get really a good number of outcomes. by GnanaPrakasam - (Ph.D) in open source
