The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

• Made in India to be compulsory for all government and PSU tenders. This has to be part of NTP. • Made in India also should be at CKD level. • Semiconductor / fabs plants are planned but work is too slow. Pls ensure completion quickly. • Also, subsidize the products initially till the time they are able to compete with other Chinese and international player like in case of fertilizers. • All our raw material including a resistance of value 2 Paisa are imported.

• All Telecom tower sites must have Solar Panel Systems for power. This can be primary source of power and with a battery backup can provide power during night and clouds. • They are presently using electricity and diesel generator for backup. • This will save fuel (Imports), noise pollution, environment pollution.

• Govt. is planning NOFN to connect 2,50,000/- villages and the project is delayed a lot. • The fiber can be reached overhead along with electrical lines in a highly cost effective manner but that option is not considered. • Fiber laying should be included in MNREGA scheme. • The enabling bodies do not know what to do after connectivity is done. • Internet Broadband is now confined to a select few and has not reached to the masses due to govt. policies. • All decisions are taken at DoT (Sanchar Bhawan) even for class C license. This should be de-centralized or online process should be there. • Eligibility criteria should be for firms as well so that it can really penetrate well at local level. • Allow sharing of all kinds of assets between all service providers and TRAI frame guidelines for the same.

• Wire-line broadband players should be exempted from CAGR as they are not using spectrum. BSNL & MTNL are the major players shelling out money and they will also get a breather. • ROW – Major hurdle in broadband penetration is ROW. So many agencies complicate the matter. • Corruption is rampant in such conditions. • A centralized agency should be there to resolve the issue. • Standard guidelines should be framed for ROW.

• NIC to generate / allot an e mail ID and linked to and printed on Aadhar Card. • All comm. to be sent on this e mail ID as well and shall remain same. People change address but still be available on e mail. • Promote / provide incentives for data centers to be set up in India. • Internet bandwidth to be divided in three types depending on the servers / sites they access: • Local (State / Circle) • Domestic (National) • International • Data servers to be hosted in India. I had seen a situation where a person is not able to attend the court because of he is not in the city the court is situated. Why don't we introduce a Digital Courts in all the major cities , so that the person can attend from Video conferencing from one city to another.

http://registryoffice.up.nic.in/ & http://hamirpur.nic.in/ these are few sites which are namesake. As we know like many state which are no longer keep update information. So can we have upper body which can keep trace on all the government sites and keep update the people.
