The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

Dear Modi Ji, The Clean India mission is good going, but it is not at the peace because there is no monitoring mechanism. It is at the mercy of officer, the initiative can be much more powerful if it is collaborate with NGOs, and self help group at the deep ground level, and I want to make one more request it should be people eccentric not departmental.
Kindly make some arrangement where it should have independent web, and web group where people can collaborate at ground level.

"Modi Government should come out with a special campaign for improving the image of Govt offices and govt officials by providing a makeover of the offices whether it is Central Govt or subsidiary offices. Fixing Responsibility from top to bottom should be main aim. IAS officers should be made accountable and responsible as now they behave like king in the offices and their responsibility is not fixed. Secretary/Joint Secretary/Deputy Secretary/Under Secretary should be made accountable
