The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

I have created a digital map of all villages of Mizoram on wikimapia. To avoid paying royalty to Americans and Russians for displaying these maps on mobile apps, I need Census India to permit that "their census maps can be used to locate villages and publish their locations". Modiji, can you ask Census India to either remove copyright or give the permission. I will do all 6 lakh villages. Enterprueners will be able to display village maps without having to pay royalty to anyone whatsoever.

If we want to make this project(digital india) successful, Govt. must hire BSNL rather than other Telecom company. We have to first improve the condition of BSNL which is in worse condition. Due to the strengthening of BSNL, our communication& security system will get strong. TRAI is also not doing well. I dont have right to say anything about Govt. organization but they are concentrating on employees like increments, promotions rather than root cause of this whole worse situation of BSNL.

I met the Twin Loco Pilot of Vijaywada BNC Passenger. He clearly admitted that he does not have a front view on the engine he was driving. He was 100 percent dependent on his co pilot for the other side view. Can Indian Railways fit a camera on long hood and shot hood side and put a lcd panel for the driver to view the front. This hardware will cost max Rs 10,000 This will increase the safety of the Train.

Use of Free and Open Source Software (FOSS) in E-Gov. is not only cost effective but also time saving . The Open Source Softwares are as much reliable as the closed source .Using the open source applications in governance applications is a welcoming decision . This will help us building Digital India in a cost effective and speedy manner .
