India needs to shift AI from being an exclusive technology to a global public resource. This "Development-First AI" approach aims to make AI accessible to everyone, not just the affluent nations. Just like water or electricity, AI should be available to all. India's success with UPI demonstrates how technology can be democratized on a global scale. The UN should require that 20% of the supercomputers from wealthy countries be allocated for researchers in the Global South. India's IndiaAI marketplace is paving the way for this initiative. The goal is to develop AI in 22 Indian languages and 50 languages from the Global South by 2030, while also putting an end to "algorithmic colonialism" by utilizing local datasets. The BRICS alliance can work towards affordable AI chips by leveraging India's semiconductor mission alongside Africa's mineral resources. It's essential to mandate diverse training data for public AI systems, and India's "AI for All" registry is a step in that direction.
