Directorate General Supplies and Disposal (DGS&D) under the directions of the Central Government has developed an online platform Government e-Market place (GeM), to facilitate online procurement of common use Goods & Services required by various Government Departments / Organizations / PSUs. GeM would thus provide a common platform to buyers and sellers/service providers for Direct Selling and e-auctions.

While procurement of goods is very common, the Government wants to take steps for the provisioning of services (just like products) through GeM platform for the ease of government buyers.

An example of service that has already been provisioned on GeM is Taxi Service. Government Buyers can select from a list of attributes (referred to as Biddable Parameters) example: Hiring type (spot hiring, regular hiring, leasing) , Duration of hiring (Half day, full day, Monthly Yearly etc), Body Type( Sedan, Hatchback), Engine Capacity (800CC to 2500CC) etc. The service provider would provide rates for all these combinations and the buyer can compare the rates for different service providers before placing the final order. The same can be visited on gem.gov.in

On the same lines, DGS&D is trying to draft some other services, the draft SLA and Biddable parameters of which are now put up for public consultation. We would like to have inputs on the specific Terms and Conditions drafted for each service as well as Financial/Technical Biddable Parameters standardized for offering various Services on GeM.

The draft SLA and Biddable Parameters of General Services can be found on links mentioned below.

The last date for submission of inputs is 23rd April, 2017.

Now a days all jobs are being done on contracts.Hence better management of contract from award to execute is crucial.One deparment should be made for making estimates of different jobs which should be available online to all govt or PSU companies then completion certificate of different contractors.All concerned official should sit in single room and award the contract in minimum time to stop time to award it.

Water wastage in bela road, muzaffarpur, bihar -843116. Exact location is near bela thana. I hope action should be taken as soon as possible. Noone is taking response regarding this and it is happening since last two months. this wastage will definitely cause serious problem of water.

Dear PM Sir, I have an idea to increase electronic money.If there can be put a barcode or similar feature on Money notes and by scanning it one can transfer it into electronic money.After transferring the money into e-money,it will be useless.plz reply,this idea is useful or not.

Respected Sir, These is a great initiative for reducing corruption in government departments every contractor has to be registered in these portal and quote price every 2 lakhs crores of central gov contracts can be awarded with greater transparency and can save thousands of crores every years these can be extended to state gov and local bodies they are major source of corruption in local contract greater and significant milestones in india history thank you

Suggestions: a. Reserve some of the contracts for startups or companies with NO turnover /experience bar . b. Introduce a "problem" section to invite non conventional solutions to encourage innovation & new thinking.

Respected PM Sir, You have introduced Biometric attendance system in all the central Government organizations parantu aap ne isse thik se lagoo nahi kiya kyo? Iss ke Lagoo hone se fraud aur badha gaya hai mantralya ke karamchari man marji 11 se 12 baje tak aate hai aur 4 se 5 pm tak chale jate hai par vetan pura milta hai kyo ki isse ventan se link nahi kiya gaya kyo? Logo ne Hard register par attendance lagana band kar diye Chutti lene ka platform alag hai Duty aate bhi nahi Chutti lete bhi nah

Respected PM.Sir, There is no doubt that your good self has introduced many very good on line sites.These are very helpful to general public,but as these sites are auto generated,as and when some one lodge his grievance it gets auto generated and goes to the concerned dept or person but the same is not followed nor the applicant is contacted for the action taken in course of time.On checking the status it always show IN PROCESS.It should have followup.Only then results are achieved.

Respected PM 2 questions. 1. At present in hvac industry and(all inclusive maintenance contract) after warranty period is charged with 2 taxes. On 70% of contract value 14.5% vat and again on 70% of contract value 14.5% service tax. This I feel is incorrect as you are taxing now 140% of value and not 100%. In case of gst how this will be viewed. 2. Second question at present hvac consultancy is charged at 14.5% service tax. Under gst if 18% I do not understand how this will reduce cost?
