Public Consultation on Technical Specifications under Pilot Project of Digital Village

In line with the vision of Digital India, Ministry of Electronics and Information Technology (GoI) has envisaged the Pilot of Digital Village with a view to showcase the transformation that Digital India Programme can bring about, to different stakeholders like Departments of Union Government, State Governments, Private Telecom Players, other corporate services providers and citizens especially living in the rural areas.

Digital Village pilot intends to provide a platform for availability of services such as tele-medicine, tele-education, LED street Lighting, Wi-Fi Hotspot and skill development to the people at the Gram Panchayat level in select blocks across various States and UTs. This project moves away from the traditional approach of e-Governance projects (that focused on creating infrastructure) and adopts a service based approach for pilot of the Digital Village.

The key sub components under Digital Village pilot Project are:
a. Tele Medicine services – which is realization of eKranti pillar of Digital India.
Under this service, a group of Primary Health Centers (PHCs) shall be parented to a lead hospital, which shall be a hospital of repute at block, district or state/UT level. Various consultation sessions pertaining to different fields of medicine shall be rendered under the Tele Medicine service.

b. Tele Education services – which is realization of eKranti pillar of Digital India.
Under this service, a group of rural schools shall be parented to a lead school. The lead school shall be a school of repute. The mode of delivery would be two way interactive sessions.

c. LED street Lighting and Wi-Fi Hotspot services – which is part of Digital Connectivity of Digital India.
There will be a high mast LED street lighting tower set up installed at common location in a Gram Panchayat. It would be used to provide free lighting at the common location. LED Street light will be operated from dawn to dusk.
As part of the initiative of digitally empowering the citizens, free access to internet would be provided for at least 5 hours per day.

d. Skill Development services – which is part of Digital empowerment of Digital India.
The VC and other infrastructure facilities available in resource centres shall be used for providing skill development training, holding information sharing sessions and organizing interactive sessions with experts, government officers etc.
Given this context, MeitY along with NISG has come out with draft Technical, Functional Specifications and Service levels (SLAs) for the digital village services.

The draft specifications are now put up for public consultation till 18th January, 2017. The inputs can be from any walk of life and may include citizens, teachers, doctors, technical experts, planners etc.

IN RURAL INDIA PSU BSNL HIKED INTERNET CHARGES WITHOUT INTIMATE TO CUSTOMERS FROM 750 PER MONTH IN DEC2016 TO 850 PER MONTH IN JAN 2017 (WITHOUT SERVICE TAX) FOR WIMAX WIRELESS BROADBAND SERVICE.ONLY INTERNET SERVICE IN HILLY AREAS.AFTER THAT THEY.
NOW HO CAN AFFORD THIS SERVICE.
MY REQUEST IS PLEASE PROVIDE AFFORDABL INTERNET FOR DIGITAL INDIA I THINK PSU ARE THE ONE OF THE OBSTACLE FOR DIGITAL INDIA.PLEASE REVISED RURAL WIRELESS CHARGES SO EVERYBODY CAN AFFORD INTERNET USE DIGITAL INDIA

Hon.PM has great vision and concpet of Digital village, I want to suggest that, all the rural areas infrastructure development is very important to increase in trade and business of such areas, further, facilities of market and various production projects are also very important to start according to the availability of raw materials and availabiity of services in such areas, further, agricultural production and sales should be increased in such areas, so that employemnt can increase,best wishes

It is a good approach but it is not clear in "Tele Medicine" ,are the medicine provided by the service provider. In rural area medicine shop also not very available. If the medicine is provided by the service provider at free of cost that is "OK" if not then medicine price ( Standard Market rate) should be mentioned in E-prescription , it will be clear message to medical shop owner and patient about the medicine price. It will reduce chance of calming extra money from patient.

Sir,

Like ATM aadhar linked thumb impression ATM machine is needed in villages where a villager can directly by using thumb impression can withdraw cash. Strong network coverage with broadband facility reach in villages. Teachers working in theses villages can play important role in educating children with different digital modes. Bhim app should be biometric based. Transation charges on all modes like Debit/Credit cards, online payment should be withdrawn since it reduces the work of branch.

As per my understanding few major requirements need to be included in spec are mentioned below:
1. tentative dimension of room where all these facilities will be installed, shall be specified in the spec.
2. Quantity of each component required in all three services shall be clearly specified in the spec.
3. Redundancy of any component, if required shall be included in the spec.
4. Warranty and O&M conditions with time frequency need to be included in the spec.

Government should make all online transactions free from all charges.Unless this is done no one will be encouraged to do business online.
At present Cash Transaction is easy, doesnot involve any additional cost. Whereas with online payment, there is risk of money loss, addiational charges are levied either by bank or tax such as service tax etc.

Some suggestions are: Security, Wifi, Digital Transactions, E-Learning Facility, smart electricity poles using solar panels. Rain Water Harvesting, Drip Irrigation with IoT help.

Utilize more solar related appliances. Put some small solar farms around to produce basic electricity for the village.

We need Digital Framework which can track end to end so that no corruption and middle man. can track what is delivered to Farmers as money or other help and how that is being utilized Digitally. Farmer should get fare price.

Panchayat/Block Officers/Volunteers should hold frequent connects to teach usage of Digital options like Internet/Digital Payments etc

1)The biggest hurdle to this is politicians.They don't want digitisation. No BJP MP or even CM wants to do it.
2) Plz keep social media social.All official work on social media should be social.There should be no showcause for failing to respond to an official on social media.Plz avoid paranoia.
3) Corruption on ground is down very much. But the next blow would be finishing off old politicians.

Only this would bring in digitisation.

PM has very good concept of digitasation and use of advance technology for development of village and city area of our nation, I want to suggest that, all the official work related to govt. authority like, revenue record, agricultural products records, aninmals record, public and other organisation record of village should be made available to all the people online, further, CCTV camara, and electricity and wifi, internet facilities should be provided to people of village ,best wishes
