Public Consultation on Technical Specifications under Pilot Project of Digital Village

In line with the vision of Digital India, Ministry of Electronics and Information Technology (GoI) has envisaged the Pilot of Digital Village with a view to showcase the transformation that Digital India Programme can bring about, to different stakeholders like Departments of Union Government, State Governments, Private Telecom Players, other corporate services providers and citizens especially living in the rural areas.

Digital Village pilot intends to provide a platform for availability of services such as tele-medicine, tele-education, LED street Lighting, Wi-Fi Hotspot and skill development to the people at the Gram Panchayat level in select blocks across various States and UTs. This project moves away from the traditional approach of e-Governance projects (that focused on creating infrastructure) and adopts a service based approach for pilot of the Digital Village.

The key sub components under Digital Village pilot Project are:
a. Tele Medicine services – which is realization of eKranti pillar of Digital India.
Under this service, a group of Primary Health Centers (PHCs) shall be parented to a lead hospital, which shall be a hospital of repute at block, district or state/UT level. Various consultation sessions pertaining to different fields of medicine shall be rendered under the Tele Medicine service.

b. Tele Education services – which is realization of eKranti pillar of Digital India.
Under this service, a group of rural schools shall be parented to a lead school. The lead school shall be a school of repute. The mode of delivery would be two way interactive sessions.

c. LED street Lighting and Wi-Fi Hotspot services – which is part of Digital Connectivity of Digital India.
There will be a high mast LED street lighting tower set up installed at common location in a Gram Panchayat. It would be used to provide free lighting at the common location. LED Street light will be operated from dawn to dusk.
As part of the initiative of digitally empowering the citizens, free access to internet would be provided for at least 5 hours per day.

d. Skill Development services – which is part of Digital empowerment of Digital India.
The VC and other infrastructure facilities available in resource centres shall be used for providing skill development training, holding information sharing sessions and organizing interactive sessions with experts, government officers etc.
Given this context, MeitY along with NISG has come out with draft Technical, Functional Specifications and Service levels (SLAs) for the digital village services.

The draft specifications are now put up for public consultation till 18th January, 2017. The inputs can be from any walk of life and may include citizens, teachers, doctors, technical experts, planners etc.

For successful implementation of all of these ideas here, one of the key factors is energy (24*7) power supply. And here is my PDF since i am a phd student in physics, working in clean and green energy technology, i believe villages can bring a renaissance in the green energy sector. for c. Kindly add the below along with the street lighting.

A "small wind turbine" on top of the street lighting. (the solar panel can be mounted above the wind turbine and led light below the wind turbine.)

Sir, One of my friends has an incredible plan for a planned village that is
1) Well organized,
2) will reduce waste and
2) will increase land mass for farming.

His plan also includes modernizing the village with latest technologies
He has a civil engg background but is currently working in IT.

डिजिटल भारत का लाभ जन जन तक पहुँचाने के लिये शहर से लेकर गाँव तक इन्टरनेट के आच्छादन एवं रफ्तार मे व्यापक सुधार किए जाने की परम् आवश्यकता है....गाँव की ऊर्जा समस्या को देखते हुए सौर ऊर्जा की कम लागत वाली तकनीक को बढावा देकर डिजिटल गाँव की अवधारणा को शीघ्रता से साकार करने मे सहायता मिलेगी।
आम आदमी के हितो की रक्षा एवम् डिजिटल भुगतान का लाभ जन जन तक पहुँचाने के लिये समस्त तरह के डिजिटल भुगतान को पूरी तरह से निःशुल्क करने की आवश्यकता है।

1. Terrace farming / growing of plants and trees in their homes needs to be promoted. To stop cutting of trees due to electric wires, all electric wires needs to be insulted.
2. People are dumping garbage's where ever a open space is available. Need to have garbage collection points placed at many places.
3. Lakes, ponds needs to be free from water plants. Need to stop encroaching Lakes and ponds.
4. All vehicles need to fit pollution filter in their vehicles #DigitalIndia, #DigitalVillage

most of the villages already covered by mobile internet but the problem of electricity and slow speed is major ..so first counter these two thing before..at the same time give rural talent a fare chance to participate in this drive by some incentive...like most of telecom/FMCG operators have their distribution in rural area if govt can able to give them this as an business opportunity it would be a game changer.

if government wants the India is a cashless or digital! then has to follow the following three way,
1)Every village or rural area must connected with the internet.
2)Every village or rural people must have bank account and their ATM card.
3)Government officer will take the seminar about a cashless and their benefits through a presentation or video so rural of villages people can easily understood.

While Tele education is imperative, we need concurrently, an opportunity to put into practice what has been learned. Otherwise that knowledge does not result in any benefit either to that individual or to the society. Should there not be a digital practice service such as this one (https://synergism-inc.bpshowcases.com) to complete the monetization of education, practice and resulting economic development as a seamless process?

1.All Villages have a ivrs and ussd based complaint system.
2.all the elections are carried out by e-polling system in which a app to be designed for it, by these all the remote area are accessible to polling and also people who live outside the village for working and education get chance for polling.
