Civil Services Day is organised on 21st April every year, when civil servants re-dedicate themselves to the cause of the citizens and renew their commitment to public services. The 9th Civil Services Day in the series is being organized on 20-21st April,2015 at Vigyan Bhavan New Delhi.

The objective of this Conference is to discuss and deliberate on important aspects impinging on Civil Services, share lessons learned and exchange ideas. Inputs for the proposed Session on Skill Development and Employment of the Conference are sought from civil servants and public at large on the following points:

1.Opportunities

-What are the opportunities before us and how do we leverage our demographic dividend?
- What are the major sectors which could provide jobs and what needs to be done to give them momentum – short/medium/long term?

2.Priorities

-Women in workforce – what are the major challenges in bringing in women into workforce
-How do we use the Skill India and Make in India initiatives to create more jobs for our youth?

3.Institutions and Ecosystem

-What needs to be done towards strengthening skill development institutions? How do we leverage our private sector? Are there PPP models to emulate?

- What is our vision for creating a new generation of entrepreneurs in India? How do we do it? What needs to be done?

Skill Development - We see a huge work force by railways or their contractors. The quality of people is pathetic their skills are absolutely NIL. Whether its pantry car or cleaning staff none of them seems to be trained. look at their untidy dresses and the way they respond to passengers as if they are the king. Its so uncultured even some of the senior Railway officials. Ministry must look into the skill development of these employees for their benefits and to much extent of the users.

Goverment should focus on "National Farmer Database" (primary key: Khasra Number and UID) to distribute compansation to farmer and to make policies. This database can help goverment in many ways in Administration. This will help to save poor farmers from dying.

The access of women particularly those belonging to weaker sections including Scheduled Castes/Scheduled Tribes/ Other backward Classes and minorities, majority of whom are in the rural areas and in the informal, unorganized sector – to education, health and productive resources, among others, is inadequate. Therefore, they remain largely marginalized, poor and socially excluded.This social imbalance may be remedied through a proper action plan in a certain Time frame.

PM has called for non availment of LPG subsidy by people who can afford. will he give the same advice to members of parliament and MLAs. Not only the LPG they also available various subsidies like canteen subsidy. They should set an example by shedding all these / such subsidies.

Today skill development is very essential in our country.as the new govt initiated this scheme for those who faces while getting job. that's why central government should develop as per survey where more and quick need of Skill Empowerment to our youth . govt.should found special institutions provide this Skill as per need of those who wanted it. in india every district this institutions must for our youth, and should conduct only by the Central Govt.

why skill development is required? first our education method & quality problem. any work is want to skill.if an mechanical engineer is required to know to machine system but he don't apply the engineering. he has bookish knowledge. hawrah bridge example of old technology . that time had low level technology but we had no corruption.95 % student don't that technology. first engineering training and seminar are required for new students after same time examination conduct on the seminar

Skill development in the country will receive boost only we start realizing the dignity of labour and shed our feudalistic tendencies as fast as possible. Further, there is need to set up a regulatory mechanism wherein it should be ensured that the employees receives remuneration as per the minimum wages act and his PF & ESI dues are actually deposited.

In this new era of globalization skill development is a holistic tool to eradicate the crisis of Unemployment. It would be better to make the skill development courses compulsory up to Intermediate.
