A webinar on “Transforming the Health Sector: Union Budget 2021 – Strategies for Implementation” is being organized by the Department of Health & Family Welfare along with the Department of Health Research (DHR), M/o AYUSH and Department of Pharmaceuticals on 23rd February 2021 from 10.30 AM – 1.00PM. The webinar will enable sharing of the key highlights of the budget in respect of the health sector and broad strategies for implementation which build on and leverage reforms, enacted over the past few years. Invited experts will reflect on the challenges and opportunities for strengthening policy reform and implementation and provide suggestions on effective partnerships for positive outcomes. Experts are drawn from academia, research institutions, public health experts, Industry, State health officials, Directors of AIIMS, PGI, JIPMER, NIMHANS, other Central Government Institutions and representatives from FICCI, CII, ASOCHAM, PHD Chamber of Commerce, Healthcare Federation of India.

The key announcements in the Union Budget related to Health Sector are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

1. Pneumococcal Conjugate Vaccine to be rolled across the country
2. ₹35000 crore for Covid-19 Vaccine in 2021-22
3. Supplementary Nutrition Programme and Poshan Abhiyan to be merged and launched as Mission Poshan 2.0
4. Outlay ₹64180 crore over 6 years
5. Support for Health and Wellness centres
6. Setting up of Integrated Public Health Labs
7. Establishing critical care hospital blocks
8. Strengthening NCDC
9. Expanding integrated health information portal
10. National Commission for Allied Healthcare Professionals Bill
11. The National Nursing and Midwifery Commission

Government hospital should be in decentralize way atleast in case of OPD’s like moholla clinics . Secondly door step service for patient should be initiated in government as well as private hospital and process should be made completely digital just like swiggy and zomato. Only if case is serious then only ask patient to come in hospital because population is increasing and waiting is queue is big problem.

बजट प्रावधान के अंतर्गत विधायक और सांसद निधि का उपयोग पूर्ण रूप से शिक्षा स्वास्थ्य और कृषि के लिए सर्वप्रथम होना चाहिए शिक्षा व्यवस्था पर सुधार होने के बाद स्वास्थ्य पर खर्च करें और उसके बाद कृषि पर खर्च करें सांसद और विधायक के अपने चुनाव क्षेत्र में उस राशि का पूरा उपयोग शिक्षा स्वास्थ्य और कृषि पर प्राथमिकता क्रम से खर्च होना चाहिए और शत-प्रतिशत निधि का उपयोग उसी वित्तीय वर्ष में हो जाना चाहिए इसके लिए अच्छी तरह से मानिटरिंग की जानी चाहिए ।

Govt should fix the rate of surgery/operation and the further treatment in all private hospitals to stop the exploitation.To monitor and to stop such exploitation in medical field,there must be a NODAL OFFICER appointed by the CENTRAL GOVT,that which any poor patient can easily communicate with.To reduce the cost of treatment,everything related to medical field like-treatment,surgery,medical equipment etc must be reduced.An outlet of PMBJP must be attached to ALL hospitals.

Idea for implementation of budget initiatives for the health sector is very necessary for all of us. Our idea can help people of our country with better health care facilities. Health is wealth and if we are healthy, naturally we are happy. So we can conclude that happiness of country depends on health care department. No doubt vaccination is necessary and important but initiative should be made to make budget 2021 to be more effective toward growth and healthy people. Our healthy budget is life

According to me govt. should spend some money in budget for awakening people about health related issues. Today diseases are spreading at a much faster rate than old times. Govt. should aware people that it is important to make a balance between use of new technologies and old lifestyle for living a healthy and peaceful life because diseases are spreading at a much faster rate in cities than villages. I hope if govt. read and think on my suggestions then they will like it.

for covid vaccination all CGHS , ESI reimbursement of covid19 vaccination in private hospitals so that a large section of govt employees and private employees covered under these scheme to get vaccination at the earliest without age limit

make it mandatory of roadside business however small it may be to take health insurance and pay premium on regular basis without this they can be debarred from doing business by this way govt can assure good health to them otherwise its nearly impossible for any govt to cover and provide health insurance to every citizen

govt should devise a mechanism to cover all above 50 years without any source of livelihood or less than 10 thousand per month income under suitable health insurance so that they can get medical treatment in big private hospitals without worrying about expenses

in my opinion govt should make it compulsory for all business owners to provide health insurance free of cost to persons working in its business unit and on regular basis govt agency should check the data provided by the business units if any discrepancy in the data his or her business license put under surveillance that is visible to everyone dealing with him or her so that anyone involved with him know that he is defaulter to make pressure on others to stay away from frauds
