people should become smart. fine should be heavy for littering. these should be tagged with electricity bills. Industry should be sealed for making pollution. PPCB people should be held responsible if any indusrty is doing air, water or land pollution. Malls/ multiplexes and other large estb. under Env. prot. Act, 1986 should have garbage treatment mini plants within premises. Who cares?
document all trees, green areas, and preserve those. Give wards/ RWAs funds for management of green areas. pedestrians and cyclists should be given priority by creating safe tracks, under/over bridges, removal of rehris, shop encroachments, charging parking fee on every commercial street, appointing social police and traffic marshals, lolly pop ladies for schools, promote car pooling through incentives etc.
MapmyIndia should create web applications for various layers like land uses, greenery, transport, parking, infra., online plan approval/water/sewer connections etc., so that people do not have to go MC for approvals/NOCs. Use AutoDCR, GPS on waste transport vehicles, create tourism/clean Jalandhar apps, traffic apps, etc.
capacity building of MC is also imp. Smart tec. implementation at MC level requires Smart managers. create a new cadre of smart engg., planners, managers.
The M.C.J. must take note of the fact that JALANDHAR CITY has as its residents not only "eminent" persons but is also inhibited by "ordinary" people who will utilize the facilities becoming available to JALANDHAR as a Smart City, in equal measure as will be done by the "eminent" persons. So, the vision of only the "eminent" persons should not decide what the residents of the City expect with regard to the facilities and infrastructure so that they see and feel the improvement in actual terms
When the process of formulation of Smart City Proposal (SCP) was put into motion, M.C.J. announced forming of Three Teams to reach out to the citizens to seek their vision of JALANDHAR as Smart City. But the things are moving in this direction, it is sure that, as ever, what the M.C.J. want is as to what the "eminent" residents think of the "vision" of JALANDHAR as Smart City. THE TEAMS FORMED BY THE M.C.J. HAVE MERELY "TALKED" TO THE "SELECTED FEW" IN "SELECTED FEW" AREAS....
A city is not smart until it starts managing its waste well. Waste management process should be decentralized and locality based, quick and real time. 70% of waste is organic in nature & can be reprocessed before it becomes waste or, thereafter, can be recycled in a sustainable manner. Pls open canteens serving low cost hygienic meals in many places. People who are BPL should get meal coupons which subsidizes the food in these canteens, all others pay market price for same food.
3 objectives are met:
a) Canteens are profitable
b) Poor get nutritious & hygienic meal
c) Entrepreneurs get opportunity to run those canteens
Govt should provide space free of cost at prime locations & one time grant for purchase of equipment, furniture & utensils for these canteens
It needs to be understood by the authorities that be in Local Administration that tourism is a Sector so far absolutely neglected in JALANDHAR CITY. The M.C.J. MUST AT LEAST NOW CONSIDER TOURISM INCLUDED IN THE SMART CITY PROPOSAL. IT MUST NOT IGNORE THE FACT THAT PROMOTING TOURISM IS THE ADVICE FROM NON-ELSE THAN THE HON'BLE PM. IT WOULD GENERATE ADDITIONAL SOURCES OF INCOME FOR THE M.C.J AS ALSO PROVIDE EMPLOYMENT OPPORTUNITIES FOR THE YOUTH. DONE SO, THE CITY WOULD GET A FACE-LIFT.
The Baba Sodal Temple is situated in the Industrial Area, an hub of industries of various hues in JALANDHAR CITY. This should put extra weight behind the proposal to declare this Temple dedicated to the Child god, a spot of tourist value. THE M.C.J. MUST INCLUDE THIS TEMPLE IN THE TO BE PROPOSED' Tourist-value spots. THE M.C.J MUST NOT DISMISS THE TOURISM SECTOR AS OF LITTLE CONSEQUENCE. TOURISM WILL MAKE CONSIDERABLE CONTRIBUTION IN MAKING JALANDHAR CITY CLEAN AND GREEN.
