The digital TV broadcasting services are received by subscriber using a Set Top Box (STB), connected with the TV set. The STB receives TV signals from distribution network and decodes them into viewable form for TV set. STB enables the subscriber to view only those TV channels which he has subscribed.
Presently the STBs deployed in the network are non-interoperable, i.e. the same STB cannot be used interchangeably across the different service providers. The lack of interoperability of STBs between different service providers has not only compromised the competition in the Pay-TV market but also a major hindrance to technological innovation, improvement in service quality, and sector growth.

TRAI is in the process of laying down a framework of interoperable STBs. With this framework, the subscriber would be able to change its service provider without any need to re-invest in the new STB. The Center for Development of Telematics (C-DOT), the telecom technology development centre of the Government of India, in close coordination with TRAI, has developed solution architecture for interoperable STB. The framework ensures that existing STBs deployed in the networks will continue to work without any interruption.

Through this consultation note, TRAI presents the solution architecture for technically interoperable STB to concerned stakeholders for seeking their comments on proposed solution. Further, through this consultation note, TRAI has also invited stakeholders to participate in the proposed workshop and pilot project for implementation and testing of STB interoperability.

Stakeholders are requested to provide their written comments on the proposed solution architecture for technical interoperable STB by 25th August 2017, midnight.

i think its possible that we can use the same set top box after changing the tv service provider with minor software changes.i have uploaded pdf file with this.

SET TOP boxes must be Universal Supporting FTA Tuning CAS & DAS technology.They must be one time investment I.e. once a box is purchased it must be having all options for user. Orelse this recycling will be a major issue in near future.

I am Using Tata Sky Set top Box. But The Old Dish & LNB of Videocon D2H were adjusted as per required frequency & satallite by texhnician. So what I suggest is Set Top Boxes must be made compulsary with Smart Card slot. Videocon & ,Sun Network Dont provide card Pattern. Also Any one either CAS or DAS pattern must be adopted to do so. MSO & Local operator boxes are of DAS technology. Like GSM 2G/3G any operator SIM can be inserted while CDMA is Network locked same is case of CAS & DAS

Make a universal STB which has the following features
1. Rx/Tx wifi/ethernet/Sim connection for internet connectivity.
2. Some HDD for program storage.
3. Dish connectivity for Satellite connection.
4. HDMI/audio/video out connections.

Operators can download their content if we change the provider and their channels can work properly.
Please cap the pay channel rates so that the monthly bills are not high.
DD1 national channel should always be available even if the subscription ends.

the implementation is overdue If the set up box needs to be upgraded to H D etc the DTH-servioe provider should take back the old set up box and offer a discount for the new upgraded set up box In case there is no change in the type of setup box only sim card need to be changed

This will be definitely one of the good move #TRAI, #digitalindia campaign. We can save our country/environment from e-waste. Only thing is the universal STB's should be reasonable and existing STB should be replaced by same provider
