The O/o Development Commissioner (Handlooms), Ministry of Textiles, Government of India (GoI), is working for development of Handloom Sector with a vision to develop a strong, vibrant Handloom Sector to provide sustainable employment to Handloom weavers. The overall goal of this office can be understood by following points:

Mission
To make the Handloom sector self sustainable for inclusive growth.
Empowerment of the weavers through technological upgradation.
Focused, flexible and holistic approach to meet the challenges of domestic and global market.
Brand building in global and domestic markets.
Easy access to raw material at reasonable prices.

Objective
To ensure overall development of the Handloom, including welfare of handloom weavers.
To provide new upgraded looms and accessories to handloom weavers.
To provide subsidized yarn in the clusters areas.
Market orientation by associating entrepreneurs, designers, and professionals for marketing, designing and managing the production.
To facilitate process of credit from financial institutions/banks.

Functions
To develop the handloom clusters and empower the weavers with a provision of new looms, CFC, Yarn Depot, buyer–seller meet.
To set up Yarn Depots to provide easy access to quality yarns at subsidized rates to be set up in the HL clusters.
To provide credit facility at low interest rates for production and marketing activities.
Developing capacity for developing fashion and market directed design and products.
Developing market for Handloom products by creating strong brand and involving private sector in marketing and export.

Handloom Craft Village (New Activity) recently started.

For integrated sustainable development of handloom with tourism & culture, this is a new initiative of this office with the help of State Governments concerned. 5 villages are being developed as “Tourist handloom village” are as under:
1. Sharan, Distt. Kullu, Himachal Pradesh
2. Kanihama, Budgam, Srinagar
3. Rampur, Bodh Gaya, Bihar
4. Borjuri, Golaghat, Assam
5. Kovalam, Thiruanathpuram, Kerala

Award to Handloom Weavers:
To encourage the Handloom weavers who are doing extraordinary job by producing unique products on handloom, this office is conferring Sant Kabir Award, National Award and National Merit Certificates. These Awards are being conferred every year by this office. These Awards encourage the individual weavers to develop & produce products of high quality. Preference is also being given in several marketing activities like expos being organised at International, National and Regional levels. The last date for inviting application for “Year-2018” has been extended to 21st March, 2020. Interested applicants may forward their entries through this forum by providing their basic details in the application form provided, so that our field offices (Weavers Service Centres) team may contact applicant for further assistance.

The purpose of this white-paper is to solicit public inputs for ongoing activities of this office as well as new thoughts/ideas and inputs. We would like to adopt a participatory process to prepare this strategy and seek perspectives from a broad spectrum of stakeholders including government officials in the Centre and the States, policy researchers, entrepreneurs, technology developers, as well as Civil Society.

The last date for submissions on this forum is 3rd June, 2020.

Dear sir There are big issue to handle yong team due to population but this is also good in other way. - Negative point is unskilled, no technical knowledge, direction less, uneducated. - Positive things they ready to work, devote more time for work, more than 10 Hrs. Solution - Earlier gov was run Prod Shiksha schemes so that scheme has elaborate and start giving practical tech trainings - Bank team should give loan on same concept of home loan, they should verify and release payment in step

There are so many un notified and non recognized People who know very well to cure any disease with our Herbs with minimal cost. Handloom sector is India's traditional 'KABIR' sector.And lot of opportunities will be there,in forward and backward integration to that sector.But will require a well built building infrastructure.Lot of vacant land may be available in cities and villages - to build grand infrastructure for handloom and similar activities.Thousands of jobs for tens of years may be created for building this infrasture. As at present lot of people require jobs,present time is the right time to employ in cons.st.

कोरोना संकट ने हमारी दो समस्याओं को उजागर कर दिया। स्वास्थ्य व्यवस्था को जो किसी आपदा से निपटने में असमर्थ है। यद्यपि सरकार पहले से ही ठीक करने का प्रयास कर रही है लेकिन 70साल की जर्जर व्यवस्था 5 साल में सही नहीं की जा सकती। दूसरी शिक्षा व्यवस्था जो कि लाकडाउन की वजह से स्कूल कालेजों के बंद होने की वजह से शिक्षा में व्यवधान आने से उजागर हो गया। अब हर तबके के परिवारों में broadband connectivity तो है नहीं, और न ही सबके पास लैपटॉप या smartphones हैं जो कि online classes attend कर सकें

Sirji we should build a platform like "All India Handloom Weaver's Welfare Association" & make membership drive all over India wr all handloom Weaver's should enroll & we should set up good amount of corpus exclusively to help Weaver's in very difficult situation,we should appeal to NRI's to donate fr this association activities & regularly monitoring will help to boost d confidence in Weaver's,JaiHindh

khadi bhandar and similar outlets be opened in friendly nations with lowest tax burdens. Not only NRI but every person is our potential customer and Indian goods are appreciated globally. This will boost not only khadi and cottage industries but also export related employment. At home such products are normally marketed in exhibition halls for a couple of days, instead should be allowed to be sold in places of more footfall on daily basis, also the rent factor should not be burdened on them.

Since the handloom industry is a rural based cottage industry, the labour content in pre-weaving and weaving operation is perdominent as compared to mechanical operations. The efforts in machinery development for the handloom industry have been oriented to improve machine and labour productivity without sacrificing traditional labour involvement. This is necessary to sustain the employment generating potential of this industry.

माननीय प्रधानमंत्रीजी, सभी सार्वजनिक क्षेत्र के शिक्षा संस्थानों/विद्यालयों/महाविद्यालय में सभी छात्रों के यूनिफॉर्म का कपड़ा स्थानीय बुनकरों द्वारा बनाया हुआ ही अनिवार्य करना चाहिए। जहां यूनिफॉर्म अनिवार्य है,ऐसे सार्वजनिक क्षेत्र के सभी संस्थानों के सभी पदाधकारियों/अधिकारियों/कर्मचारियों के यूनिफॉर्म का कपड़ा स्थानीय बुनकरों द्वारा तैयार किया गया ही हो ऐसी व्यवस्था करनी चाहिए। खादी का उपयोग सभी सार्वजनिक क्षेत्र के संस्थानों में बढ़ाया जाना चाहिए।
