आदरणीय प्रधानमंत्री श्री नरेंद्र मोदी जी, मैं मास्टर शाश्वत धीमान, 12 वर्षीय विद्यार्थी हूँ। पिछले 3 वर्षों से “Waste Management यानी खुले में फेंक मुक्त अभियान – No Waste Know Waste” के माध्यम से खुले में कचरा, प्लास्टिक प्रदूषण और अस्वच्छता के विरुद्ध कार्य कर रहा हूँ। 29+ गाँवों, 250+ दुकानों व सार्वजनिक स्थानों तक पहुँचकर लोगों को जागरूक किया और 24,000+ नागरिकों को स्वच्छता एवं Waste Management Pledge से जोड़ा। Hand-held Dustbin जैसी पहल से जिम्मेदार कचरा प्रबंधन को दैनिक आदत बनाने का प्रयास करता हूँ। मेरे पर्यावरण संदेश को आकाशवाणी नजीबाबाद के “नन्हे हस्ताक्षर–बाल वाटिका” कार्यक्रम में भी साझा करने का अवसर मिला। मेरा सुझाव है कि मन की बात में “एक बच्चा–एक हरित मिशन” का संदेश दिया जाए। हर बच्चा अपने क्षेत्र की एक पर्यावरणीय समस्या चुनकर परिवार, विद्यालय और समुदाय के सहयोग से समाधान करे। मेरी तीन वर्षों की यात्रा ने मुझे सिखाया है कि एक बच्चे को प्रेरित करना, उसके विद्यालय, परिवार, बाजार और पूरे समाज में सकारात्मक परिवर्तन की शुरुआत करना है। सादर, मास्टर शाश्वत धीमान

Subject: A Citizen’s Proposal for a Future-Ready India , “Let’s Reboot India” I am writing to share with you my recently completed book, Let’s Reboot India: Rethinking a Nation. Reimagining Its Future. I have written this book not as a political manifesto, nor as a claim that I have all the answers, but as a citizen and author who believes that India has reached a point where we must think beyond repairing existing systems and begin imagining how some of them could be redesigned for the India of tomorrow. The book examines a range of issues that directly affect India's future, including education, healthcare, governance, corruption, examination reforms and paper leaks, technology, artificial intelligence, employment, infrastructure, agriculture, and social development. One of the ideas I have particularly focused on is India Examination 2.0, a proposal to rethink examination security and, more fundamentally, the way we define and measure merit.

Initiatives such as “One District, One Medical College”, together with the expansion of AIIMS and other institutions of national importance, have substantially strengthened access to advanced medical education and healthcare. The rapid growth of high-quality tertiary and quaternary healthcare facilities in the private sector is also a significant achievement. However, I believe that India now has an opportunity to take the next major step—from expanding healthcare capacity to becoming a global leader in medical research and innovation.

Subject: Suggestion for alternative Steel Overloops due to waterlogging in Underpasses on Delhi Dehradun Expressway (NH-709B). The vehicle underpasses on the Delhi-Dehradun Expressway near Gangnauli, Tatiri (Baghpat), and Gogwan Jalalpur (Shamli) get completely blocked with rainwater and mud during rains. This creates severe difficulties for local farmers trying to cross the expressway with their tractors, trolleys, cattle, and heavy agricultural equipment. As a permanent solution, 'Prefabricated Steel Overloops' (Modular Steel Bridges) should be constructed at these locations instead of waterlogged concrete underpasses.This will provide an all-weather crossing for locals while keeping the expressway's access-controlled design and 120 km/h speed safety fully intact.

आदरणीय प्रधानमंत्री जी, शिक्षा क्षेत्र (विशेषकर समग्र शिक्षा अभियान) में केंद्र और राज्यों के बीच चल रहे 60:40 के फंडिंग फॉर्मूले की अनिवार्य शर्त को तुरंत समाप्त किया जाना चाहिए। केंद्र सरकार को सभी राज्यों को स्पष्ट निर्देश देने चाहिए कि केंद्र द्वारा दी जाने वाली वित्तीय सहायता का उपयोग बिना किसी वित्तीय बाधा या पूर्व शर्तों के, सीधे स्कूलों के बुनियादी ढांचे (Infrastructure) को मजबूत करने के लिए किया जाए। राज्यों को यह विकल्प या अनिवार्य निर्देश दिया जाए कि वे प्राप्त बजट का कम से कम 50% हिस्सा केवल और केवल इंफ्रास्ट्रक्चर के विकास पर खर्च करें। शिक्षा व्यवस्था में सुधार के लिए 60:40 के इस अनुपात की शर्त को तत्काल प्रभाव से हटाना बेहद जरूरी है, ताकि राज्य बिना किसी वित्तीय दवाब के इंफ्रास्ट्रक्चर को बेहतर बना सकें। [EE Retired]

माननीय प्रधानमंत्री कार्यालय, भारत सरकार, मेरा विनम्र सुझाव है कि दिल्ली की “अटल कैंटीन” जैसी सस्ती भोजन व्यवस्था को गुजरात सहित देश के प्रत्येक राज्य एवं जिले में लागू करने हेतु केंद्र सरकार “National Affordable Food Canteen Policy” बनाए। इन कैंटीन में गरीब, मजदूर, प्रवासी श्रमिक, विद्यार्थी एवं जरूरतमंद नागरिकों को लगभग ₹5–₹10 में स्वच्छ एवं पौष्टिक भोजन उपलब्ध कराया जा सकता है। योजना को केंद्र-राज्य साझेदारी, CSR एवं स्वयं सहायता समूहों के सहयोग से लागू किया जा सकता है। पहले कुछ शहरों में Pilot Project शुरू कर सफल होने पर पूरे देश में विस्तार किया जाए। मेरा उद्देश्य है— “देश में कोई व्यक्ति भूखा न सोए।” कृपया इस जनहित सुझाव पर विचार कर आवश्यक कार्रवाई करने की कृपा करें। भवदीय, Rajat R.
