New Licensing guidelines for GM crops by MOA are against the new IPR policy announced by the Govt in May 2016. Are the various departments of Govt. sending different signals to investors in India?

सर जी किसान को सभी बिज धान मंडी में परमिट में उपलब्ध करना चाहिए न की कृषि विभाग से नगद में खरीदने की बाध्यता हो,निशुल्क बीज का वितरण कुछ ही किसानो को होता है जिसमे सब असंतोष होता है उसकी जगह या तो सभी पंजीकृत किसानो को निशुल्क दिया जय या योजना बंद कर दी जनि चाहिए साथ ही किसान के बच्चे ही कृषि की पढाई करते है उन्हें तकनिकी वेतनमान दिया जाना चाहिए कृषि की पढाई को तकनीकी मान्यता के साथ एक नया कैडर भी शूरु होना चाहिए जिससे किसान के घर में खुश हाली आये और उनकी आय भी बढे ।
Compulsory licensing as envisaged in the draft Licensing format for GM crops will kill not only crop biotech research, but also threaten many other research intensive Industries in India. As appeared in the editorials of a few news papers, new draft licensing format will effectively ensure that private sector Crop biotech research in India stopped . When the agricultural produce prices are linked more and more to global prices, closing the option of modern crop biotech to Indian farmers will place our farmers at greater disadvantage. Sir what about the steps taken by govt. For creation of Indian agriculture services and agriculture council of India, giving professional status to agriculture degree?
Bt Cotton technology enabled India to become the largest producer of Cotton in the world. Noted Economist Dr Gulati estimates the benefits due to this technology to India at 55 billion ( over Rs 3 lac Cr)between 2002 and 2015. Why is the Government trying to stifle this technology by regulatory interference? #TransformingIndia #AskRMS

Suggestions:
1) Establish such a system where farmer should not get harassed due to incomplete of any documentation part or formality. Farmers should get the priority /urgency for such works over other peoples.
2) Give one point contact to all farmers for such complaints if, any non-cooperation of public officer
3) Only basic documentation can be kept for such formalities like proof of farmer, 7/12 abstract and ID proof
4) Provide me contact/mail of officer

Myself and my family really getting harassed and facing mental agony due to such corruption by the public officers Talathi, Revenue office, electricity office. We have to visit their offices by compromising with personal life, work and priority over our bread and butter. Now our family doesn’t have energy or money to visit their office every alternate day and request them like as god.
What should i do being a small farmer for such things, i am not able to do my work.
