Research and technology needs proper focus. We in India have sone really good institutions for higher educations but there are many road side pvt institutions that have diluted the quality. Try to bring them on line.
Second is the number of fake and cheap kind of research journal papers have adied thr rest. India should strictly make a standard for research and review journals.
Third important thing is finance and infrastructure. Because a good lab and sound money attracts talent.

I am Ankur Anand in general category.worked as research assistant in NPL pusa. I have cleared NET but my marks are 57%(min required is 55%), but i cant apply for Phd in my life time because its 60%min. I want to know then y i am eligible for NET. Is research is limited to only marks. If i was Sc/st then i was eligible. How can u discriminate research with marks or category. My research work was good but i had no option so i left. Please make it minimum of 55% in iit/npl/drdo etc with no age bar.

I am worried for our food contaminated with pesticides, consumed by common man; who is paying good price to buy that poison. I have worked on detection of pesticides and their toxicity using rapid bio-assay method. I want to develop a bio-sensor kit, economical to common man of our country, to test any food commodity, before it is delivered to market for consumption. We can save not only our country people but also animals consuming the material. The kit takes not more than 10-15 min for results

In various colleges in India faculties with MTech are getting 15000 per month as salary.. How will they give good research output ... Changing the recruitment process might help a lot

You should also encourage research in colleges particularly the colleges in the far flung area.
I belongs to J&K and colleges in J&K are located in far flung area.
To think about research at that colleges is a distant dream because of lack of research facilities. So you have to discuss ways to encourage teaching faculty posted at these colleges to do research.

Step1 : the way of recruitment of faculties need to change as proper measures are not taken in recruitment and salaries hence less of a quality output.
Step 2: keep gate compulsory for faculties and give six pay to all who clear
Step 3: inculcate research projects at B.E level
Step 4: Make it compulsory for faculties to prepare a paper that should be accepted in IEEE transactions or any other good journal.
Step 4: stop brain drain in India
