As I have personally seen, to get a job in an industry in India, one should have a contact of a person working in the industry. Reason-trust issues for recruiters while hiring. Employment exchanges can be established locally and can host JOB UTSAVs where candidates and HR personnels come together. Candidates mandatorily be registered with the local exchange which will carry out a security/verification procedure . This will help as the HR personnels by providing more security of the applicants.

Employment exchanges should open a sub department with recruitment specialists and a job website. This sub department should open its counters on all the colleges and collect data base of the final year students and coach them for attending the interviews and personality development. Then this sub department should approach the companies on those states and share these data base to get their required employees. This sub department should help the companies to organize recruitment events too.
