The aim of this task is to receive quality inputs on how to revolutionize employment exchanges across India in terms of offering better opportunities to youngsters. The policy inputs can cover each and every aspect associated with employment exchanges and enhancing job creation.
Instead of existing employment exchange, it can be restructured using information technology to make it more effective. Attached file describe the details of new system
Many job portals in India like naukri.com, monster.com, etc and companies own career websites in many cases are currently the main job search channels in India. Government might integrate their systems with these job portals and corporates by making it mandatory for every job opening in India to have a nation job id shared with employment exchange. No recruitment should be allowed without a nation job id.
Whenever a task is created, can the creator also provide a link to current policy framework for members to have some background information before they suggest. In many cases, their suggestions might already there in the policy framework but are not properly implemented at ground level.
Employment exchanges need to create data base of skill sets available in their region. A career counselling programme for job seekers will help decide in picking up the job.
1. Please provide access to job seekers to register till Panchayath and ward level.
2. Create a national skill database to provide access to employers
3. Create policies and align statutory procedures to make employers to hire/verify and update from national employment exchanges.
4. Integrate ESI, PF, local shops & establishment, factory and all labor related aspects with employment exchanges
5. Make all education, skill development programs as part of the exchange
Many of my fellow citizens have shared vary awesome ideas. I think we need to form groups in each city and gather all these ideas and form a final approach and give it to the relevant ministry . The main objective of this task should focus on implementation & execution rather just policy making,announcements etc.
In any case attached are my thoughts which is in line with most of them.

As first step for revolutionize employment need to start a pilot phase like -
Step 1. Assemble a recruiter team from current database as interview panel's
Step .2 This time can create the small skilled holders after interviewing.
Step 3. Now these skill'd team can outsources to the various industry on contract basis (Timesheet model)
So the out put of this phase is all the parties will get the optimum utilization as well the choice for continue phase Note - This is just row thought
1.Ask each person to declare his/her skills. 'Skill' should be given a priority. 'Degree certificate' second priority. If I say I have some skill, then please take a small computer test of mine. no problem.
2. Without Job-- No experience & Without experience -- No Job; is a tragedy of today's market. Not hired on campus has become a sin. Companies encouraging 'Freshers don't apply' policy should be fined and barred.
I think employment exchange given addvertisment in local paper for youngster to see this adds and try to fill forms for that job. which is create better comunication between yougster and employment exchange.
Firstly we should make it mandatory for all corporates to first publish there vacancies at employment exchange and only if they are not able to find the right candidate through employment exchange then they should be allowed to recruit from external resources. This should be made compulsory and non compliance should be penalized.
Secondly on the other hand we should make it compulsory for all colleges and university to get the final year students registered with employment exchange. Thanks.
