HRD Ministry should ensure all the degree and professional colleges to appoint TPO's (Training and Placement Officers). These TPO's should connect to the local Employment Exchanges and ensure the registration of the youth is compulsory and dynamic data is updated every 3 months. Labour Ministry should ensure and reinforce the Shops and Establish Act of India and ensure evry firm notify the Job Vacancy to the Employment Exchange.

Employment Exchanges must be made for global stage. India needs to export normal trade manpower in millions to the countries in need, Viz: Canada would be needing more than 300000 farm operators( due to retiring farm operators) in very near future, so we can train our eligible candidates in similar conditions to enable success in getting there as a skilled worker or self-employed farmer and remitting more than $ 30 Billion a year to India.

Employment Exchange need not be a Data Storage Facility or Certificate Issuance OFFICE. Need • Employment Exchange has to be a lot more. • There is no Private Ltd. Job listing here... • India needs to utilise the power of youth correctly... • Even 6 months gap in job leads its youth into Frustration. Use of Aadhar Card There is a requirement of Connecting Aadhar card to all these facilities to simplify the task. It will show no. Of dependents and the person’s need to work for the wage slab.

Creating a all India wide network with an online portal is the need of the hour. Job seekers must get the chance to enroll and there must be accountability and transparency. For the same a detailed list of employees who got job with details like qualification, age, tenure should be made available. There must be a scoring system by which recruiter can give points to job seekers even if they are not selected. This should be considered as an extra credit

We also need to create an inventory of the required skill sets and in what quantity. This will help move people from surplus skills to hot skill in due time. HRD ministry can play the role of HR in private companies. Govt should deploy the Governance Excellence model - take an appropriate model and deploy it across the country after demonstrating successfully the model in select towns/villages.Reward and recognise the achievers and link to promotions. Performance can be linked to politicians too

What we can actually do is to have a centralised database of each and every person seeking any type of employement in India via a portal just like any other portal, and have companies to post their interests their either in the candidate or as an a recruitment advertisement. Here we would have the power to list all sorts of govt jobs, whether permanent or contractual so as to make it lucrative to the students or job seekers. This is obviously very handy and cost effective on the other hand. Thn

We need to revamp employment exchange by changing it's data storage and accessibility process. DATA base can be redesign, so that analysis and extraction of eligible resources are easy to approach. Employment exchange itself, can become big job opportunity for graduates. Centralized location will track and offer opportunities to resources. Can add job posting and selection process through on line portal, like Naukari, timesjos, monster etc.. NSDL and Employment Exchange can work in a team.
