The aim of this task is to receive quality inputs on how to revolutionize employment exchanges across India in terms of offering better opportunities to youngsters. The policy inputs can cover each and every aspect associated with employment exchanges and enhancing job creation.
Every big company having turnover above XYZ rupees, must recruit at least ABC numbers of youngsters / Freshers...
My suggestions :
1. Refresh the individual's profile as a digital record
2. Enable skill development and skill inventory scoring
3. Expand the Employer base by including Private Sector
1. All graduates irrespective of any Degree has to compulsory enroll in Government exchanges may this can be enforced on colleges, then we have a pool of candidates who are ready to take up the job.
2. People should be given unique id and portal to update there skills over a period of time so that the employers can look easily for available candidates. of course in details every mobile should be linked so information flow will be easy and particular.
Offer for Youngsters - College studies and work should equal - when you studies that does not mean you just studies - you must work in same field and compensate with credits in Mark sheet, or when you work you must study in same field for expertise,
JOB Creation - All labour work ( odd job ) should fill with all college students for there part time salary which will get deposit at college fees - this job should not for College drop outs (so do not influence others to Drop there studies )
Reorienting Employment Exchanges to become "National Talent Authority (NTA)". I have attached a concept presentation that can be elaborated with further discussion.

1 major issue is the non awareness of Employment Exchange's presence. Therefore, it must be mad mandatory for all educational institutions to be connected with the Employment Exchange and submit data of their students.
There should be a PPP mode project right at the District levels.
A portal be developed by the PPP operator and all the colleges, industries and other related institutions be connected to it.
Presently, the MOEF stipulates that certain percentage of project cost be emarked for CSR work. On similar lines, it must be made mandatory for industries in the particular district to recruit at least 20% of its requirement through the Employment Exchange in the particular district.
