Providing a digital identity to all individuals is crucial to facilitate electronic authentication for delivery of online public services. The digital identity must be unique, lifelong, online and authenticable. The digital identity should be easily verifiable in an online and cost-effective way. Aadhaar provides such a digital identity that also serves as a proof of identity and address for individuals. If such a digital identity could be linked to mobile phones in a secure manner, it would make the task of online authentication much easier at the level of the individual. As the penetration of mobile phones is high, this digital identity will facilitate the delivery of online services more easily.

Ideas and suggestions are welcome on how mobile phones and digital identity could be linked so that mobile phones can be used as instruments for online electronic authentication of individuals’ identities. The suggestions may include technical architecture and solutions, policy guidelines, process improvements, implementation mechanisms, cost effectiveness, operational efficiency, etc. You can upload your ideas in doc or pdf format.
Firstly we need to Remove the duplicacy of Identity proof then we think of Mobile phone as an Instrument for Digital Identity.we purchase mobile number from any telecom operator for that we need to submit one identification documnet.Then we need to analyse and remove duplicacy from the data .Then we further think of Mobile phone as Instrument for Digital Identity
By Design Higher End server(Aadhaar server) which is access by Smartphones(like mobile banking). In smartphone run dedicated application for Government services.To identifying every individual using Aadhaar number and both right and left hand thumb impressions and registered mobile number(OTP code). If it's match then only access the Government services application.
It is for cost effectiveness and operational efficiency.
Use Nationalised banks. And set up office of UIDAI at every taluk or town level banks almost permanently with one or two staffs. Convey this message to people via all media irrespective ownership. for the nation benefit they have to do.
I have attached here an overall approach to be used for enabling the Digital Identity for each and every person, even he/she is not technology savy and just has a mobile number. Request others to provide suggestions. This is something where one person view can not provide the complete solution.
Till the internet facility not going free or in a limit of price , Its not any chance to make India digital.

1. What happens when mobile phone is stolen ? 2. What happens when MSP stores data outside India ? What if a foreign linked MSP is to handle the data ? It will be totally insecfure with FDI in mobile sector as well as private foreign linked AAdhar. The process will be totally unsafe. before you imnplement any such thing, publ;ish a road map and then get the people's response for one year. then decide. Don't hurry up things. I lost a mobile two years back, gave IMEI and still not traced.
