Providing a digital identity to all individuals is crucial to facilitate electronic authentication for delivery of online public services. The digital identity must be unique, lifelong, online and authenticable. The digital identity should be easily verifiable in an online and cost-effective way. Aadhaar provides such a digital identity that also serves as a proof of identity and address for individuals. If such a digital identity could be linked to mobile phones in a secure manner, it would make the task of online authentication much easier at the level of the individual. As the penetration of mobile phones is high, this digital identity will facilitate the delivery of online services more easily.

Ideas and suggestions are welcome on how mobile phones and digital identity could be linked so that mobile phones can be used as instruments for online electronic authentication of individuals’ identities. The suggestions may include technical architecture and solutions, policy guidelines, process improvements, implementation mechanisms, cost effectiveness, operational efficiency, etc. You can upload your ideas in doc or pdf format.

Rather than developing an unique at one go , its better to work for creating an app " Digital Adhar" using your identification of Adhar id every one should be allowed to make an account on mobile app and website.

This way it will allow a pilot process to work and check the credibility of users having Adhar card and will be easy to take suggestions and views on different issues.

For Example -

Govt. must give authorisation/responsibility to the Respective Mobile service providers like BSNL/AIRTEL/VODAPHONE etc to Verify their exsisting mobile SIM user Identity/data-in a scheduled time period say one year -- eye scanning+fingure prints can also be taken by the mobile service provider (giving message to all their user to get the verification done in 1year-time frame) -for further topUP/recharge user has to feed the PIN no. issued after dataupdate+ ARBITRARY CROSS VERIFICATION BY POLICE

Every individual will be forced to buy a mobile ph and take a connection. Is it constitutional ?. Does all mobile operators store data/browsing data etc in India itself ? Are there not private operators ? Why do you link the illegal Aadhar with this ? I shall try to send a more detailed write up. But can you allow more space ? atleast 1000 Ch

i think DNA of each & every individual should be collected & linked through a common platform. As this is surely a huge task but it has its advantages,considering AADHAR card can have fingerprints and other datas attached,it can be surely possible. Linking of DNA info will help fight crime against human trafficking,girl trafficking,& identity confirmation,crime investigation,judicial transparency & a complete & authentic human database.hospitals & police st. should also b linked together via DNA

(1) Fix on one or two unique identity, say Aadhar and/or PAN card (2) Rather than a standalone digital identity, use intermediaries like Banks (3) Every bank either has "App" or "Mobile" banking. Let Banks create a digital identity for each customers in the format advised by Govt. These Apps/Mobile banking applications may introduce a tab/link for their digital identity (4) For a non-banking customer, other channels/direct enrollnment to be provided (5) Govt to host central service to integrate

All Family members must have Aadhar cards registered with their number .Every Family member will specify two family members Aadhar number.
When ever the user need to submit a request for service they need to send a message to GWY requesting the OTP.
GWY sends OTP to 2 mobiles and mobile gets a Filed Details in Adhar Card . Like Zip/ Taluk / Father Name..
User need to now request for OTP by submitting XXX X-XXXX+The requested field details from Aadhar and generate a OTP for identity

Govt can create an app or a website where one can login using their username and password created by himself. We also can provide a QR code which is of a standard size and is also unique for each and we have scanners for creating them. There we can pay bills and check bill history, pending bills at the same place. We can apply for our required documents online by uploading the proofs in required formats and directly collect from the outlets on the given date without standing in line for hours.
