Providing a digital identity to all individuals is crucial to facilitate electronic authentication for delivery of online public services. The digital identity must be unique, lifelong, online and authenticable. The digital identity should be easily verifiable in an online and cost-effective way. Aadhaar provides such a digital identity that also serves as a proof of identity and address for individuals. If such a digital identity could be linked to mobile phones in a secure manner, it would make the task of online authentication much easier at the level of the individual. As the penetration of mobile phones is high, this digital identity will facilitate the delivery of online services more easily.

Ideas and suggestions are welcome on how mobile phones and digital identity could be linked so that mobile phones can be used as instruments for online electronic authentication of individuals’ identities. The suggestions may include technical architecture and solutions, policy guidelines, process improvements, implementation mechanisms, cost effectiveness, operational efficiency, etc. You can upload your ideas in doc or pdf format.

For creating the mobile device as identity there should be the facility of using the same mobile number across the country without additional charges. As we move out of the base lication we opt for another number, thus a single person having multiple numbers. The idea of free roaming has been suggested by the TRAI but it has not been implemented yet.

Link mobile number with Aadhar card, with unique pin number known only to user. Aadhar app (iOS) can use finger print for authentication. Or if we can develop an app which can read finger print using phone camara for authentication. One can also look at call center mode for authentication via OTP on phone. However, we also need to protect against possible misuse/loss of phone.

mobile phones should NOT be used as digital identity as this is more harmfull. 1. there is approx 20-25% population which uses smart phones in effective manner. 2. if phone is stolen then only 5% persons report FIR, and any type of phone code is cracked easily and data can be mis used. so instead of mobile phone there should be OTP using aadhar card/PAN card/DL no. etc. on phone number.

Simcards should have additional Govt embedded chip in it. Also the government should look ahead making connectivity essentials like simcards to be instruments for digital identity instead of mobiles because there are more smart devices coming up that might wipe out mobiles in coming future. Sim card will have to be installed in any wearable smart device. This will ensure the track, identity and other aspects of the person.

Smart phones should be developed at low cost by bright engineers from all engineering colleges in India. This would make India a global technological hub. The sim card should be used for storing customer data base including digital signature which should also be stored on a centralized web server. Apps should be free to use open source software for carrying various economic activities like health, transport. The payment may be made through mobile banking using a password.

Develop application like India Facebook, any body can register there name in it. but regstration should be by there region like there state/distict/taluk/village, then they can post there local issues in the application, later the tool should also contain the below items so that it will help to boost growht of our country 1)Population growth rate from last 25 years, 2) nearest best schools 3)Big city from the village5) good hospital from the village 6) Source of water for the village
