Providing a digital identity to all individuals is crucial to facilitate electronic authentication for delivery of online public services. The digital identity must be unique, lifelong, online and authenticable. The digital identity should be easily verifiable in an online and cost-effective way. Aadhaar provides such a digital identity that also serves as a proof of identity and address for individuals. If such a digital identity could be linked to mobile phones in a secure manner, it would make the task of online authentication much easier at the level of the individual. As the penetration of mobile phones is high, this digital identity will facilitate the delivery of online services more easily.

\

Ideas and suggestions are welcome on how mobile phones and digital identity could be linked so that mobile phones can be used as instruments for online electronic authentication of individuals’ identities. The suggestions may include technical architecture and solutions, policy guidelines, process improvements, implementation mechanisms, cost effectiveness, operational efficiency, etc. You can upload your ideas in doc or pdf format.

We have a mobile solution named "Trafficop " for traffic police enabling them to access detailed information of owner/vehicle/past offences of the offenders on the spot. I feel that this solution is accordance with the Digital India/Smart city policy of PM. We would be happy If we get a chance to demonstrate the solution.

every mobile users and mobile network users of India can be register their UID Adhaar No. and link their mobile with Adhaar No. so that they can access digital public services provided by the government and it will be easy for government to maintain or track records. As we may also use USSD technology for the same process as UNITED BANK OF INDIA has provided USSD mobile Banking to their customers. It will be reliable and simple for senior citizens and everyone.

Using Mobile Phones as Instrument for Digital identity is not a good idea. Instead a "SMART CARD" can be provided to all the citizens. This will also reduce the implementation cost. This card can be used a "VOTER ID", DRIVING LICENSE" and even as a "E-Passport". A card reader will have the capability to read the data depending on where the card is being used. for ex : If you swipe the card in a VOTING BOOTH, reader should read the all the relevant information which is required for VOTING..etc.

I think every Indian should have only one mobile number. I will recommend this should be AADHAR No. This will link Mobile no permanently to digital identity. Secondly, By linking Aadhar in other area such as PAN, Driving License, Account no,School Certificate, LIC, MF, PF No. other data to be collected & stored as digital data. For verification on mobile, System will ask randomly to enter any of this stored data. example , Enter your account no of SBI , 3 numbers in PAN, etc.etc.

Mobile Phone is a basic device where the basic identity of the citizen can be co-related. Only thing there should be security authentication like finger prints or the like. Adhar Card and Passport identity can be attached to Mobile Phone. Other than Aadhar Card and Passport all other Cards like Voters identity, Income Tax Card etc. must be eliminated. This will give an added security and instant. identity to the citizen. Driving licence identify also can be incorporated.
