Providing a digital identity to all individuals is crucial to facilitate electronic authentication for delivery of online public services. The digital identity must be unique, lifelong, online and authenticable. The digital identity should be easily verifiable in an online and cost-effective way. Aadhaar provides such a digital identity that also serves as a proof of identity and address for individuals. If such a digital identity could be linked to mobile phones in a secure manner, it would make the task of online authentication much easier at the level of the individual. As the penetration of mobile phones is high, this digital identity will facilitate the delivery of online services more easily.

Ideas and suggestions are welcome on how mobile phones and digital identity could be linked so that mobile phones can be used as instruments for online electronic authentication of individuals’ identities. The suggestions may include technical architecture and solutions, policy guidelines, process improvements, implementation mechanisms, cost effectiveness, operational efficiency, etc. You can upload your ideas in doc or pdf format.

This can be done by linking voter id or Aadhar card to a site which can be formed by government & a digital id can be provided to the user where all his official identities can be saved & accessed whenever required by just clicking on this site or an app for mobiles where the id can be accessed by the user.

* cost effectiveness: The money transfer under social schemes can happen in the form of mobile recharge - and this can inturn be used for education/health - which will need to accept mobile payments * operational efficiency: For any delay in service, person should be given mobile recharge (like if pizza delivery is late, the pizza is given for free)

* policy guidelines: For authentication against centrally located aadhar ID, with backup strategy - second authentication. This will need to be integrated with reduction in form fields in so many "hard" copies of forms. In case of mobile number change, the mapping with aadhar will need to change, particular consideration for pre-paid numbers;

* technical architecture and solutions: Cloud based solution, with Parallel computer usage for query processing, with cyber security. Big data can be used for analytics. The authentication should be provided as a webservice, with API published. In addition a smart card version of adhaar card should be provided for biometric authentication;

A simple way will be to link the Phone No or Sim Chip number with Aadhar which should be done by a means of sending Aadhar number to a given Phone number. the application should ask few questions and post which should link the Aadhar with Phone Number. In case of SMART phones a SMART Phone App should be able to do the same by way of including photo of the user as in AAdhar card and provide details as in AAdhar.
