Providing a digital identity to all individuals is crucial to facilitate electronic authentication for delivery of online public services. The digital identity must be unique, lifelong, online and authenticable. The digital identity should be easily verifiable in an online and cost-effective way. Aadhaar provides such a digital identity that also serves as a proof of identity and address for individuals. If such a digital identity could be linked to mobile phones in a secure manner, it would make the task of online authentication much easier at the level of the individual. As the penetration of mobile phones is high, this digital identity will facilitate the delivery of online services more easily.

Ideas and suggestions are welcome on how mobile phones and digital identity could be linked so that mobile phones can be used as instruments for online electronic authentication of individuals’ identities. The suggestions may include technical architecture and solutions, policy guidelines, process improvements, implementation mechanisms, cost effectiveness, operational efficiency, etc. You can upload your ideas in doc or pdf format.

We can create a mobile application just like Internet banking application and where Adhar card number can be used as user id and a PIN securely send to the user. In case of loggin first time user could be promoted to create a password or finger print based login or both. After which user can login into the system where he can get all the information like Digital Wallet(cloud storage), income tax returns, Challans, Schemes, PPF/NPS account info. Digitization of Aadhar Card provides hassle free identity proof for all the people in India. This one ID proof can be used even when person is travelling by train or opening a bank account. Even, "One Aadhar Card - One Vote" movement gives residents of the nation a freedom to give vote of any election even if they are not in the position to go to polling booth. "Vote through Mobile" will be revolution in India.

since every individual has aadhar, their aadhar no and phone no should be linked.all the phone nos used by that particular person should be submitted. incase they wanna change the no they have to inform that too.so all numbers will be verified along with persons identity.nos with some ones proofs taken by some others will be immediately detected and thus fake nos can be blocked.for small children who don't usually have mobiles. head of the family should register all his dependents .

A number should be issued by government of india in which people can call from their mobile and give their identity to that number this will help in calculating how many people are turning digital and giving identity to people who call.

Voice Biometrics - Voice is as unique as fingerprints. Having a central voice database which can be accessed and validated in real time as customers transact with banks/govt/other organisations. Using voice has advantage as it is not dependent on the model of the mobile phone. Also, people can call a number and register themselves. We would need to find a way to validate while registration. Pvt organisations can pay a fees to govt for each validation for their customers making it economic.

Multi-Factor Authentication is critical to digital transactions. Mobile Phones can play a key role in enabling seamless digital workflows across private and public agencies. We need to build consensus on National ID management standards in close concert with FIDO alliance and SAML/OpenID/OAuth compatibility to application level identity federation. Standards can drive some Made in India innovations in this area.

There should be unique no 4( say Adhaar) every individual which is same for every documents like pan card, driving lice passport etc. It should like bio-data of every individual. Whatever is important in his life like education , financials, birth place should be updated to this identity even crime done by him.
