1.No entity or institution will risk getting their admissions lowered due to poor results. So it is useless to regulate fraudulent incompetent skill certification.
2.Better invest in employment areas and reform hiring process, like introducing practical examinations in combination with interviews and tests, to check his practical skills, instead of hiring based on certificates & written marks alone.
3.Give least importance to certificates, automatically quality will improve.
