The Finance Minister in his budget speech for the Union Budget 2015-16 made the following announcement:
“One way to curb the flow of black money is to discourage transactions in cash. Now that a majority of Indians has or can have, a RUPAY debit card. I therefore, proposes to introduce soon several measure that will incentivize credit or debit card transactions and disincentivize cash transaction”.
Accordingly, draft proposals for facilitating electronic transactions (E-transactions) have been prepared. Comments and views are invited on the Draft Proposals.

I think government should promote the transactions through Credit/Debit/ATM card rather than uses of cash. In recent time I felt some troubles in using Rupay Debit Card in some online transactions and some websites and mobile apps are not supporting the Rupay Card. I think government should ask all such websites to accept the Rupay Card as this card is given to large number of citizens.

A option must be provided to collect all the government payment in e-mode and no extra transaction fee should be charged to it. It will encourage and educate more and more people to use card payment.

Institutional payments like school/college fee ( for school/colleges/ above 10000/- per annum) in big cities must be through banking channels. Now education is very expensive and unavoidable. Also all big educational institutions can easily afford infrastructure for collection through cheque/card. A threshold of 10000/- will ensure that unbanked and poor people shall not be harassed. This will curb use of black money for education, and force people to declare their returns properly.

All the foreign travel payments like ticket/hotel/package booking, even if made through travel agent, must be through banking channels. A large number of people pay the travel agent in cash and don't report in their annual return. It is obviously black money which is spent on foreign travel.

Srinivasan Tamilnadu: Suggestions on Electronic money transaction : 1.Strict legal punishment for e data and Electronic money forgery 2.Checking and certifying Electronic debit/credit card reading machines in shops& markets to ensure duplicating atm cards& money theft 3.Some applications downloaded, steal personal data .Design an app to check the genuineness of other apps downloaded 4.Data and new application program on "List of cyber crime police authority in India

This is a brilliant idea. I already prefer to make all transaction by cards and it will make all the transaction process very seamless and also legit. No more black money issues. Less taxes on non-cash transaction will benefit everyone.

Black (undeclared) money is in donations to all medical colleges, educational institutions, doctors, lawyers, builders / real estate transactions, fast (bakshish)track fees to babus / clerks etc. Money has only one colour. Even if educational institutions need money beyond fees - let it be by cheque only. If card limit is increased you will have many fraud / fake cards.
