Yes the incentive should be provided for card payments. Wherever I shop the merchant is keen on getting the extra charge. He says that bank charges us and so we are charging you. Even after explaining about the RBI rules they say pay extra or pay cash. So there is no use of plastic money. Government should take necessary action. Else the common people like me tend to use cash as a payment option.

All electronic expenses be deducted from income before income tax calculation. Flat rate of 30% to 50% income tax may be fixed doing away with several types of deductions as of now.
Business entities can be provided vat rebate on electronic sale and purchase both.
Charges taken as sevice charges by electronic payment service providers be also included in expenditure at individual end and income at service provider end.

The draft proposal on electronic transaction is a great measure to curb black money transactions, tax avoidance & reduce corruption. However, the following points must be considered to make India a cashless economy:
Reduction of service tax, VAT, surcharge & luxury tax on non-cash transactions
No charges on IMPF & other bank transfers
User controlled dynamic spend limits on Debit cards
Alternative methods for 2 factor authentication
Install NFC supported machines at POS

To get rid of black money and to prevent corruption , e transaction will go a long way. It must be made mandatory if the amount is more than ten thousand

shifting toward NFC and smartphone payment which is also now highly secure after introduction of fingerprint scanner and other authentication technology. Also you can make fingerprint data optionally available on your card and make it optional on consumer to use it. It can greatly help to solve long queue problem in payment center.
