The National Council for Vocational Education and Training (NCVET) was notified as an overarching skills regulator on 5th December 2018 vide notification No. SD-17/113/2017-E&PW

The NCVET will regulate the functioning of entities engaged in vocational education and training, both long & short-term, and establish minimum standards for the functioning of such entities.

Pursuing its mandate, NCVET has developed a draft of the ‘Guidelines for Recognition of the Awarding Bodies’. These guidelines are an attempt to standardize operations and outcomes of the Awarding Bodies (ABs) in the skills ecosystem. This will lead to improvement in quality and market relevance of skill development programs lending credibility to vocational education and training, encouraging greater private investment and employer participation in the skills space.
Guidelines define scope, criteria, tenure and detailed process of recognition as an AB. A robust mechanism of monitoring and evaluation based on well-defined parameters forms integral part of the guidelines.
The AB guidelines are structured as eligibility criteria and continuance criteria. The eligibility criteria ensures that ABs demonstrate required sustainable capacity earmarking the basic minimal organizational requirements and necessities. The continuation criteria ensures continuity of an awarding body based on its performance against the monitoring and evaluation parameters.

Comments are invited from public on the proposed guidelines.

this is very good initiative by indian govt..NCVET also work in school.. vocational training should be made compulsary in schools..For that trained teachers should be appoy by govt in schools ..the courses which costs a huge money should be free for poor students...NCVET should work for each and every student. The students who need help and who deserve good vocational trainings.I think schools should recommend names of students to NCVET who are with extraordinary skills..

the guidelines should be simple and the body should not depend on government or political suggestions.

The necessary step would be to firm-up and strengthen the ‘Sector Skills Councils’ ecosystem and the requisite infrastructure so that the partnership with industry on skilling can continue to grow; only then can India as a whole to reap the benefit of the digital economy and realize the promise & potential of becoming the next global superpower.

Skilling can become more effective and relevant if industry interests are kept at the center of all skilling solutions and its expertise is deployed in finding such solutions. SSC, as non-profit organizations, are best placed to ensure complete connect with the skilling eco-system and best stakeholder management. They have had the experience of delivering value to the Industry.

Sector Skills Councils have evolved as the best partners of the Industry and the Government agencies responsible for skilling. They represent a credible voice of the industry while collaborating with all stakeholders. We strongly recommend that SSCs should continue to be the ‘Standard Setting & Awarding Bodies’ for all stakeholders concerned.
