      The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions for the preparation of a Standard Operating Procedure (SOP) on the “Care and Protection of Children of Incarcerated Prisoners.”

      The SOP will be prepared with the objective of strengthening mechanisms for the identification, care, protection, rehabilitation, and overall welfare of children who are living with or are otherwise affected by the incarceration of their parents or guardians.

      The SOP seeks to ensure that the rights, safety, dignity, and best interests of such children are duly protected through a coordinated, child-sensitive, and holistic approach.

      NCPCR invites suggestions and inputs from stakeholders and citizens to help strengthen the proposed SOP and ensure effective mechanisms for the care, protection, and welfare of children affected by parental or guardian incarceration.

      I suggest introducing a confidential “Child Protection Passport” for every child affected by parental or guardian incarceration. It should record only essential welfare needs such as education, health, nutrition, emotional well-being, caregiver support, safety and eligible government benefits. Along with this, a “One Child–One Support Plan” should identify each child’s needs, assign a responsible department, set a follow-up date and track the outcome. A secure coordination mechanism among Prison, Child Protection, Education, Health and Social Welfare authorities can prevent children from being overlooked or repeatedly asked to explain their circumstances. An early-warning system should identify school dropout, unsafe care, financial hardship or protection risks before they become crises. Strict privacy, child participation, safe family contact and post-release reintegration support should be ensured. The guiding principle should be: “No Child Left Behind Because of Parental

      For the holistic well-being of children of incarcerated parents/guardians, the SOP may include provisions for regular spiritual and wellness activities as part of their care and rehabilitation: Suggest including regular yoga and dhyanam sessions to build emotional resilience and reduce stress/stigma. Include reading of epics and value-based literature (Ramayana, Mahabharata, Panchatantra) for moral grounding and hope. Enable age-appropriate participation in pravachanams for positive role models and community connection. Allow regular spiritual/devotional activities as emotional support, based on the child's own faith, never compulsory. Organise frequent educational tours and outings to reduce isolation. Include nature-based activities like gardening and tree planting for mental well-being and a sense of purpose.
