      The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions for the preparation of a Standard Operating Procedure (SOP) on the “Care and Protection of Children of Incarcerated Prisoners.”

      The SOP will be prepared with the objective of strengthening mechanisms for the identification, care, protection, rehabilitation, and overall welfare of children who are living with or are otherwise affected by the incarceration of their parents or guardians.

      The SOP seeks to ensure that the rights, safety, dignity, and best interests of such children are duly protected through a coordinated, child-sensitive, and holistic approach.

      NCPCR invites suggestions and inputs from stakeholders and citizens to help strengthen the proposed SOP and ensure effective mechanisms for the care, protection, and welfare of children affected by parental or guardian incarceration.

      Dear government, first of all we prefer safety for childrens and this is the main motive to take stand weather they are with parents or they are without parents, Children of incarcerated parents are often vulnerable to emotional, social, educational, and financial difficulties. The following measures can help protect their welfare: 1. Maintain family contact – Children should be allowed safe and regular communication and visits with their incarcerated parent whenever it is in the child’s best interests. 2. Provide financial support – Government agencies and NGOs should provide assistance for food, clothing, healthcare, and other basic needs. 3. Ensure education – Children should have access to free and quality education, school supplies, scholarships, and vocational opportunities. 4. Psychological support – Counselling should be available to help children deal with separation, stigma, anxiety, grief, and other emotional difficulties.

      Respected pradan mantri Modiji, If each Gram Panchayat compiles a list of locally available raw materials, finished goods, and food products—as well as items in demand within the village—and facilitates their exchange at prices fixed under Panchayat supervision (akin to the ancient barter system), it would eliminate the menace of middlemen and ensure fair returns for hard-working farmers. This would serve as a solid foundation for an *Atmanirbhar Bharat* (Self-Reliant India).

      My post no. 1 1. Separate jail for parents. Family jail should prepare in each state. Spouse slso live in jail. He/she can go outside for work or work inside jail. And children also live with parents in jail. Child Education also in jail. 2. Children can live with नाना नानी or बावा दादी। if children happy with बाबा दादी or नाना नानी then allow to live. Weekly checking and daily status from mobile by recorded phone call frim children to submit to Child ministry. This is only two solution fit in current Indian mindset. I am open for detail discussion. Other solutions will not give results in present mindset of citizens. Corruption and Child abuse is possible in other system.

      The SOP Should include 1- The identity of the parents must not be disclosed in public domain 2- The consent /counselling of the parent should be obtained regarding the attitude of their child as they have observed in persuing any specific course. 3- The consent of the child if he/she is a major regarding his /her willingness to know about the situation 4- The economic back ground of the child and free education preferably a vocational education must be provided 5- State must own the responsibility of all such children with specific focus on minors who are being under supervision of their nearest close relatives 6- time to time counselling by renowed counesslors /experts must be provided to such children according to their age group to overcome the trauma 7- specific agency in government sector must be in place to look after to the welfare of such children

      The children of the incarcerated prisoners have neither any role nor are they responsible for their parents' misdeeds and incarceration. These innocent children cannot be left alone to fend for themselves and also become vulnerable to anti-social and anti-national behavior like their parents. The following guidelines are offered. 1: Each case should be dealt with on a case-to-case basis. No generalization or across the board decisions are called for. 2: If the children already belong to an affluent family and have their relatives to take care of them, then no action is needed. 3: If they come from an affluent family but have no close genuine relatives to take care of them, action for parental-counsellor-trust-mentor like support to manage their upbringing, education up to employment as well as managing family properties and finances are needed. 4: If they are from a socially and economically backward family, a comprehensive upbringing and financing plan up to employment is needed.
