there should be clear demarcation between universities, research institutions offering degrees related to particular subjects.

Present system of Accreditation of HEIs by NAAC requires few modifications in order to improve its value. Queries and issues raised by stakeholders , many a times, remains unresolved. For example, the fee payment system of NAAC allows payment through link only, HEIs can pay through NEFT/RTGS, but that mode is not allowed. Many Govt based Institutions still does not have PFMS or net banking, so, payment in such cases is advised by NAAC /required to be made through personal accounts, which is improper.
Binary system of Accreditation of HEIs instead of grades based on CGPA of HEI may be a better option. It may be based on a minimum benchmark CGPA. Grade system Accreditation may be adopted for program Accreditation. However, only one self study report (SSR)/ Self Assessment Report (SAR) should be sufficient instead of two separate applications-SSR and SAR.
Pre-qualified HEIs may then be taken to DVV and then Peer team visit. NIRF application can also be merged with Accreditation.
