With globalization and liberalization of Indian Economy in last two decades, numerous domestic and international companies have been drawn to investing in new modes of business/ business models targeted at the huge domestic market especially in the consumer goods & services. Direct Selling is one of these modes where goods /services are sold directly by the producer/service provider to the consumers. For this different models such as Multi Level/Network marketing, Door to Door Selling, Online Selling, Tele-shopping are being used. These practices are new and different from traditional retail through shops. In the absence of a proper regulatory framework, retail through these models leads to consumer grievances, trader’s issues, slow growth of the sector etc.

The aim of this discussion is to deliberate and evolve views of all stakeholders for providing a regulatory framework to the sector.

There can be many suggestions coming from every where, but is the fate of each suggestion is not known? Is this an exercise in futile? Can someone throw some light? Even if the suggestion is not acceptable, not considered it would be worthwhile if it gets answered and what is approach the policy planner envisioning? There may be many enlightened citizens not willing to pen down for non- seriousness from Govt side.

Recently lot of activity is taking place in online shopping. The online shopping companies are offering lot of discounts. Theses discounts are sometimes offered from company funds, rather then the seller of the product. This practice is not sustainable on long run, but kills traditional retailer. Again issues have been raised regarding the quality of product being delivered by the seller being duplicate one. The companies do not physically verify the seller while registering them.

I have a suggestion related to display prices of goods/services that are displayed by restaurants, chains like CCD, McD etc. It is a source of great discomfort that unlike the FMCGs which have an MRP, the products of such food chains display prices which have additional charges - service charge + service tax etc. This, in a way, deceives the consumer. It should be made mandatory for them to display their prices inclusive of all the taxes, so the consumer can make a measured order.

Protection is necessary in the field of price. Shopkeeper is charging MRP but the MRP is on higher side & there is no control & no any formula for MRP. Govt has given liberty to manufacturer to fix rate at his own. Thus the ground level consumer pay extra money for his daily needs. For example all type of refined oil has fixed their own MRP & their is a variation of more than 30% in rates between wholesaler & retail customer. Govt. Should think over this issue.
