On 15th August every year, the Prime Minister speaks from the ramparts of the Red Fort and lays out the government's programmes and policies. Over the last few years, the Hon’ble Prime Minister has directly invited ideas and suggestions from citizens for the Independence Day Speech. Similarly, this year too the Prime Minister invites citizens to contribute their inputs for New India. So, now you have the opportunity to tell your ideas, give word to your suggestions and crystallize your vision. PM Narendra Modi may pick up some of the ideas in his speech on 15th August.

      9. Institutionalized Mental Health & Holistic Evaluation Global Benchmark: Japan & Finland integrate daily physical activity, peer-support circles, and mandatory full-time school counselors into basic school infrastructure. The Actionable Reform: Station full-time certified counselors in every school and college. Replace single-score report cards with 360-degree holistic progress cards that track academic growth alongside sports, creative arts, and socio-emotional skills. 10. Increase Public Investment to 6% of GDP Global Benchmark: Nordic Nations consistently spend 6–7% of their GDP on public education. The Actionable Reform: Raise public expenditure on education from its current level (~4.1% of GDP) to the long-recommended target of 6% of GDP. Focus budget increases on rural digital connectivity, teacher-student ratios, and higher education R&D.

      7. Modernize Vocational Training & End Its Social Stigma Global Benchmark: Germany & Switzerland treat vocational trades as elite career paths equal to university academic tracks. The Actionable Reform: Embed practical skill modules—coding, financial literacy, advanced trades, and digital communication—into mainstream school curricula starting from Grade 6, removing the division between academic and vocational tracks. 8. Flexible Multidisciplinary Choice & Removing Stream Barriers Global Benchmark: USA liberal arts models allow flexible major/minor combinations across STEM, humanities, and fine arts. The Actionable Reform: Replace rigid stream cutoffs (Science vs. Commerce vs. Arts at Class 11) with a national credit-based system, letting students freely mix subjects like Computer Science with Music or Economics with Physics.

      5. Transition from Rote Exams to Applied Assessments Global Benchmark: Singapore evaluates students using continuous, scenario-based formative assessments rather than rote memory tests. The Actionable Reform: Overhaul state and central school board exams to focus 100% on competency-based testing, evaluating critical thinking, logical reasoning, and real-world application instead of textbook reproduction. 6. Guarantee Foundational Literacy & Early Numeracy (FLN) Global Benchmark: Vietnam enforces strict primary school standards, ensuring universal reading and math mastery by age 10. The Actionable Reform: Scale early intervention missions (like NIPUN Bharat) with real-time digital tracking to eliminate "learning poverty" and guarantee every child achieves grade-appropriate reading and math skills by Grade 3.

      3. Corporate Teaching Credits (CTC) & Mandatory Mentorship Global Benchmark: Switzerland directly integrates corporate experts into secondary education and vocational curriculum delivery. The Actionable Reform: Provide companies a 120% tax deduction on the calculated hourly cost of mid-to-senior executives who deliver mandatory classroom instruction or mentorship in local schools. High-performing companies earn higher ESG and national regulatory ratings. 4. Deploy CSR Funds for Fellowships & Skill Labs Global Benchmark: Germany's Dual VET System relies on heavy corporate funding for hands-on, high-tech student apprenticeships. The Actionable Reform: Channel corporate CSR mandates away from passive infrastructure into human capital—funding 2-week student micro-internships, corporate sabbaticals for STEM teachers, and company-run robotics/AI skill labs inside government school clusters.

To transform Indian education from a system of elimination into an engine of capability, we must address core structural bottlenecks— from how we tax our teachers to how we test our students. 1. Dethrone Single-Day Exams & De-Stress Admissions Global Benchmark: USA/UK multi-attempt SAT/ACT adaptive models evaluate candidates holistically through test percentiles, school transcripts, and essays. The Actionable Reform: Shift entrance exams (JEE, NEET, CUET) to 3–4 annual computerized adaptive testing (CAT) windows. Mandate universities to use a 50/50 admission formula: 50% from the best entrance attempt score + 50% cumulative Class 10–12 school performance. 2. Elevate Teacher Pay with Dedicated Tax Incentives Global Benchmark: Finland & South Korea recruit teachers from the top 10% of university graduates, treating teaching as a prestigious, high-paying career.

~ Anuj Upadhayay

Minimum Qualification Standard: Introduce a strict baseline rule prohibiting the admission or appointment of candidates with negative or sub-standard marks, maintaining basic standards of competence across all sectors. Comprehensive Assessment Committee: Constitute a high-level committee to conduct a empirical study on the impact of reservation over the last 70+ years—evaluating its success in bringing real socioeconomic change and recommending modern solutions to bridge remaining gaps. I earnestly request you to initiate a discussion on these systemic reforms during the parliamentary session. Modernizing these policies will strengthen meritocracy, ensure help reaches the truly underprivileged, and move our nation closer to the vision of a unified, casteless India. Thank you for your time, leadership, and dedication to the nation.

Income Ceiling for Exclusions: Implement a strict upper-income threshold (e.g., ₹25 Lakhs – ₹30 Lakhs annual family income). Individuals above this slab should be ineligible for reservation benefits and fee waivers, ensuring affirmative action targets the needy. Limitation on Multiple Benefits: Restrict the use of reservation so that an individual can utilize it for only one major stage—either Education, Entry-level Job, or Promotion—rather than claiming it across all three. Independent Legal & Audit Mechanism for Creamy Layer: Establish a dedicated Legal Department to strictly verify and issue Creamy Layer certificates, supported by periodic audits to curb fraudulent claims and misuse. Merit-Based Exemption for Critical Fields: Discontinue reservation in specialized post-graduate medical courses (PG Medical) and critical life-saving disciplines where high-level technical expertise is vital.
