      In the last 12 years, SBM(G) has evolved from a sanitation programme into a nationwide movement that has improved public health, enhanced dignity of women, empowered communities and promoted sustainable rural development. Building on the achievement of Open Defecation Free (ODF) status, SBM(G) 2.0 has expanded its focus to sustaining sanitation outcomes through interventions such as Individual Household Latrines (IHHLs), Community Sanitary Complexes (CSCs), Solid and Liquid Waste Management, Plastic Waste Management, Faecal Sludge Management, GOBARdhan, Information, Education and Communication (IEC) and Capacity Building. The current phase of the Mission is scheduled to conclude in March 2027.

      As the Department prepares the roadmap for the next phase of rural sanitation, it seeks ideas from citizens to sustain and strengthen the gains achieved under SBM(G) while addressing emerging challenges related to waste management, resource recovery, environmental sustainability, Operation & Maintenance (O&M) and long-term community ownership of assets and outcomes. Innovative, practical and scalable solutions are required to enhance sanitation service delivery, strengthen waste management systems, promote behavioural change and accelerate the transition towards a circular waste-to-wealth economy. Given that the diversities of rural areas from urban cities, suggestions and ideas, specific to rural scenarios will be highly appreciated. Along with these, with peri-urban areas / villages also growing fast and having characteristics of urban centers, solutions specific for such areas are also being sought.

      The success of SBM(G) has been driven by the spirit of Jan Bhagidari (People's Participation). Citizens, Gram Panchayats, SHGs, youth, Swachhagrahis and other stakeholders have been at the forefront of transforming rural sanitation and their continued participation will remain critical for sustaining these achievements. 

      Accordingly, the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti in collaboration with MyGov, invites citizens, youth, Gram Panchayats, SHGs, academic and research institutions, development partners and other stakeholders to share their suggestions and ideas for the next phase of rural sanitation programme on the following:

      1. Areas to be taken up (including existing areas where gaps may be remaining)
      2. New technological interventions for SWM, GWM, FSM.
      3. Rural Sanitation 
      4. Solutions for treating pollution in small nallahs/rivulets discharging into rivers in rural areas.
      5. Adoption of solutions based on traditional knowledge and ancient wisdom in new settings for rural India. 
      6. Any other area related to the programme.

      The suggestions received will help and guide the next phase of SBM(G) and contribute to building cleaner, healthier and environmentally sustainable villages that will be strong contributors for achieving the goal of Viksit Bharat@2047.

      Participation Guidelines 

      1. All Citizens, youth (including students), Gram Panchayats & SHGs, academic and research institutions, development partners, NGOs and other stakeholders are invited to contribute ideas for shaping the next phase of rural sanitation and solid-liquid waste management under Swachh Bharat Mission (Grameen).
      2. For detailed information about SBM(G) Phase II, applicants may visit the SBM(G) Phase II operational guidelines available on website of the Department (https://swachhbharatmission.ddws.gov.in). The guidelines can also be assessed through: https://swachhbharatmission.ddws.gov.in/sites/default/files/Guidelines/SBMG%20Phase-II%20Operational%20Guidelines.pdf 
      3. Suggestions may be submitted on any of the major components of SBM(G), including Individual Household Latrines (IHHLs), Community Sanitary Complexes (CSCs), Solid Waste Management, Liquid Waste Management, Plastic Waste Management, GOBARdhan, Faecal Sludge Management, Information, Education and Communication (IEC) and Capacity Building. Global best practices forming the bases of solution, may also duly mentioned and referred.
      4. Participants are encouraged to propose innovative, technology-driven, scientific, managerial, practical, feasible and scalable solutions to address rural sanitation challenges and strengthen long-term sustainability.
      5. Suggestions should focus on supporting the Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti, in developing the roadmap for the next phase of rural sanitation for India.
      6. Participants are required to register on the MyGov platform and submit their suggestions through the prescribed online form.

      For SBM(G) 3.0, I suggest a Smart Bio-Village Hub that combines modern technology with practical village solutions. Self-Help Groups (SHGs) can manage vermicomposting units to convert kitchen and agricultural waste into organic manure. Smart IoT-enabled waste bins can notify collection vehicles when they are full, making waste collection more efficient. Greywater and small village drains can be treated using constructed wetlands with plants like vetiver grass, a simple and eco-friendly method inspired by traditional practices. To encourage public participation, a Swachh Coin reward system can be introduced, where people earn points for proper waste segregation and sanitation practices, redeemable at local shops or PDS outlets. Income from compost sales can help Gram Panchayats maintain sanitation services, making the model sustainable and easy to replicate.

      Motive: Waste Management Initiative Location: Village-level implementation Subject: Vermicomposting for Organic Fertilizer Production Process: Vermicomposting converts organic waste into nutrient-rich fertilizer using earthworms. The raw materials required — kitchen scraps, crop residues, dried leaves, coconut coir/husk, shredded paper or cardboard, and cow dung — are all readily and abundantly available at the village level, generated as everyday waste from households and farms. To implement this, the local government/panchayat can: 1.Designate a common composting site within or near the village 2. Provide basic infrastructure (composting pits/bins, shade cover, water access). 3.Facilitate collection of organic waste from households and farms. 4. Train residents on proper composting techniques and maintenance Outcomes : Reduced expenditure, Effective utilization of existing organic waste, Cleaner villages, Availability of organic produce, Additional income potential

      सेवा मे श्री मान महोदय व मेरे प्रिय अध्यक्ष । विषय - जल संरक्षण व सद उपयोग मेरा यह निवेदन है। ग्रामीण क्षेत्रो मे जो जल मे बचत करने के लिए उन्हें गाइड करना चाहिए अशिक्षित लोगों को चाहिए कृषि मे नई रणनीतियो को अपनाना चाहिए जैसे फव्वारे विधि या स्पॅक्लर विधि को अपनाया जाना चाहिए जल वर्षा के दौरान खाली जमीने घटटे करके उनमे जल सरक्षण करना चाहिए लोगो अपने रोजमरा के जल उपयोग किया हुआ जल मै वह अपने क्यारो व सब्जियो की नलियाँ मे छोड़ सकते हैं उन्हें साफ सफाई के लिए भी जागरूप करना चाहिए आफ सभी कार्य कताओ से मेरा यह अनुरोध गाम्रीण इलाको के गंदे नदी नालो की साफ सफाई व्यवस्था मजबूत बनाया जाए इसके कुछ नियम भी बनाए जाए ताकी जो इन नियमो का उल्लंघन करे उसे व्यक्ति पर जुर्माना लगाया जाए ।

      My idea is to place one Smart Waste ATM at the end of every street in a village. Instead of throwing waste on roads, people can use this ATM. It will have separate sections for Organic Waste, Plastic, Glass, and Metal. An AI camera will identify the waste, and if someone puts it in the wrong section, the ATM will give a voice message in the local language, like Telugu, saying where to place it. After depositing waste correctly, it will thank the user and encourage them to keep the village clean. Sensors inside the ATM will detect when it is almost full and automatically send an alert to the Panchayat office. The collection vehicle can then come daily or weekly based on the alert. Organic waste can be converted into compost or biochar, plastic into eco-blocks, and glass and metal sent for recycling. Every street will receive a cleanliness score, and villages will be ranked monthly to motivate everyone to keep their surroundings clean.

      The admistration should give the proper products for sanitisation. the forest guards must participate in various types of activities. Politician are required for various types of activities at different places.

      As a student , I suggest creating a “Smart and Sustainable Village Model” where cleanliness becomes a shared responsibility of every citizen. Villages can introduce simple systems like household waste segregation, community composting, plastic collection drives and awareness programmes led by students, youth groups and SHGs. Schools can become centres of change by teaching children about waste management, water conservation and environmental responsibility.A unique approach could be to reward villages and households that consistently follow sustainable practices through recognition programmes. Combining modern technology with traditional knowledge, such as natural wastewater treatment and organic waste conversion, can help villages manage waste effectively while protecting the environment. This will not only make villages cleaner but also create employment opportunities and encourage long-term community ownership.

      BHARAT Circular Village Digital Twin (BCVDT) is an AI-enabled rural sanitation model where every Gram Panchayat has a digital twin to predict, prevent and manage sanitation challenges before they occur. Using GIS mapping, QR-based Household Waste Passports, IoT sensors and AI analytics, the system identifies waste hotspots, drain blockages, pollution risks and maintenance needs in real time. A Panchayat Sustainability Dashboard tracks solid waste, liquid waste, plastic waste, faecal sludge, water quality and carbon savings. Organic waste is converted into biogas and compost, plastic is recycled into useful products, and greywater is reused for irrigation. Citizens earn Green Points for responsible waste segregation. This scalable circular economy model reduces costs, improves public health, strengthens community ownership and supports the vision of Swachh Bharat Mission (Grameen) 3.0 and Viksit Bharat@2047.

      Solid and Liquid Waste Management (SLWM) should be expanded through segregation of waste at source, household composting, community compost pits, plastic waste collection centres, greywater management, and the promotion of recycling. Villages should be encouraged to convert organic waste into compost or biogas, creating both environmental and economic benefits.

      A key priority should be moving beyond toilet construction to sustained usage, operation, and maintenance. Regular awareness campaigns, village cleanliness drives, and behavioural change initiatives should encourage households to maintain sanitation facilities and adopt hygienic practices such as handwashing, safe drinking water storage, and scientific waste disposal.

      The next phase of rural sanitation should focus on sustaining the gains achieved under the Swachh Bharat Mission by strengthening the spirit of Jan Bhagidari (People's Participation). Citizens, Gram Panchayats, Self-Help Groups (SHGs), youth, Swachhagrahis, schools, and community-based organizations should continue to play a central role in ensuring clean, healthy, and sustainable villages.
