Digital content uploaded by citizens on social media websites, government websites, etc. include text, photos, documents, etc. Such content requires filtering before it can be stored in databases or published online for public viewing. This filtering includes scanning for inappropriate content like potentially communal or politically sensitive statements, pornography, etc.

MyGov proposes to integrate such tools managing the content on the platform. Suggestions are invited regarding the best currently available software that can be used by MyGov for rule based online content filtering. The suggestions should include complete name of the software, details of the software, vendor and the relative merits of the tool vis-à-vis other such tools. The inputs can be provided in text, .doc or .pdf format.

I think the tool you needed might not match 100% requirement. but the content filtering is concern then Google can help for content filtering because you need the artificial intelligence for filtering the content either it is image/text/any Media.

Recommending RapidMiner or Rapid-I, by RapidMiner (http://www.rapidminer.com) for advanced text analytics. Advantages over similar tool is ease of use, cost, speed and flexibility of developing models. RapidMiner is recognized as a leader in this area. The solution should also leverage -1> Inbuilt regex feature for basic string-based patterns 2> Drools open source rule engine for simple rules

Codes can be develop in PHP / ASP that helps to detect image nudity based on skin pixel score and helps you to block adult or nudity images, but the result is not 100 percent accurate. The only way I know to do this is to have a volunteer assigned as moderator. Images go into a moderation queue and are then "passed" or "rejected" by a human being.

To avoid pornographic images from being uploaded to any website, there are many APIs available. Just google 'porn filter api' and you will get a long list. To be frank, I have not tried them out but, the webmasters of mygov.in may give it a try. But, since all of these APIs implement a program to scan pixel colors to decide if the image is publishable, the probability of success is not unity. However, the respective service providers may claim success rate of, in many cases - as high as, 99%.

Rules are a way to have incoming (or outgoing) messages sorted, filed, marked, or otherwise handled automatically. You teach Outlook what to look for and what to do when it sees a message that meets the conditions you've set. For example: move messages from a particular address into a specified folder assign a category or flag to messages with a particular word in the subject forward all messages with attachments to another address
