Important Issue for Consideration

Respected Sir, I believe the government should focus on addressing some of the major issues faced by citizens, particularly women's safety, cleanliness, corruption, and effective use of technology. I would also like to highlight my experience with the Rajasthan e-Pehchan portal and mobile application. While the app is available on the Play Store and promotes digital access to citizen services, it does not function properly in practice. In my experience, the application can be downloaded, but most of its features do not work as intended, making it difficult for citizens to access the services and reports that are promised. There is little benefit in promoting digital governance if the platforms are not reliable, user-friendly, and fully functional. I request the government to improve the performance, maintenance, and accountability of such portals so that citizens can genuinely benefit from these initiatives.

जलवायु परिवर्तन के कारण भारत में हर साल गर्मी के नए रिकॉर्ड टूट रहे हैं। वर्तमान में हर घर में अलग से स्प्लिट या विंडो एसी लगाया जा रहा है, जो बाहर की हवा को और गर्म करता है और बिजली के ग्रिड पर भारी दबाव डालता है। विकसित देशों में इसके विकल्प पर काम शुरू हो चुका है। जैसे शहरों में पाइपलाइन से पानी या गैस की सप्लाई होती है, वैसे ही नए स्मार्ट शहरों में 'सेंट्रलाइज्ड डिस्ट्रिक्ट कूलिंग' को बुनियादी ढांचे का हिस्सा बनाया जाए। एक केंद्रीय प्लांट से पूरे इलाके या सेक्टर को ठंडा पानी सप्लाई किया जाए, जिससे व्यक्तिगत एसी की जरूरत खत्म हो जाएगी। इससे 50% तक बिजली बचेगी और शहरों का तापमान भी नियंत्रित रहेगा। बढ़ती आबादी और घटती उपजाऊ जमीन के कारण भविष्य में खाद्य सुरक्षा एक बड़ा संकट बनने वाली है। दुनिया के कुछ विकसित देश अब 'लैब-ग्रोन' या सेल-बेस्ड डेयरी और प्रोटीन प्रोडक्ट्स पर रिसर्च कर रहे हैं, जो बिना किसी जानवर को नुकसान पहुंचाए या बिना खेती की जमीन के, लैब में तैयार होते हैं। भारत को अभी से अल्टरनेटिव प्रोटीन& सेल-बेस्ड एग्रिकल्चर के लिए एक राष्ट्रीय अनुसंधान केंद्र और नीति बनानी होगी।

​भारत तेजी से बूढ़ा हो रहा है। अगले कुछ दशकों में बुजुर्गों की आबादी बहुत ज्यादा होगी, लेकिन हमारे सार्वजनिक स्थान (बसें, ट्रेनें, फुटपाथ, सरकारी दफ्तर) व्हीलचेयर या बुजुर्गों के अनुकूल (Elder-friendly) नहीं हैं। साथ ही, अकेले रहने वाले बुजुर्गों के लिए कोई सरकारी 'कम्युनिटी असिस्टेड लिविंग' मॉडल नहीं है। हर शहर और सरकारी इंफ्रास्ट्रक्चर को अनिवार्य रूप से 'एज-फ्रेंडली' (Age-friendly) बनाया जाए। इसके अलावा, सरकारी स्तर पर वरिष्ठ नागरिकों के लिए डे-केयर सेंटर्स और अकेले रहने वाले बुजुर्गों की सुरक्षा के लिए स्थानीय पुलिस की एक विशेष विंग हो। अभी तक सरकार नियम तोड़ने पर 'जुर्माना' लगाती है, लेकिन नियम मानने या देश के विकास में मदद करने पर कोई सीधा फायदा नहीं मिलता। एक ऐसा डिजिटल प्लेटफॉर्म या ऐप बने जहां नागरिक अगर सार्वजनिक जगहों पर पेड़ लगाते हैं, कचरा सही जगह डालते हैं, या ट्रैफिक नियमों का पालन करते हैं, तो उन्हें 'सिविक पॉइंट्स' मिलें। इन पॉइंट्स का इस्तेमाल वे बिजली बिल, पानी बिल या प्रॉपर्टी टैक्स में छूट पाने के लिए कर सकें।

भारत में एक ऐसा सख्त कानून बने जो हर टेक कंपनी के लिए यह अनिवार्य करे कि वे अपने प्रोडक्ट्स के स्पेयर पार्ट्स और रिपेयरिंग मैनुअल लोकल मार्केट और आम जनता के लिए उपलब्ध कराएं। इससे इलेक्ट्रॉनिक कचरा (E-waste) कम होगा और लाखों स्थानीय मैकेनिकों को रोजगार मिलेगा। आर्टिफिशियल इंटेलिजेंस (AI) और डीपफेक से महिलाओं और आम लोगों की तस्वीरें/आवाज बदलकर ब्लैकमेल करने के मामले तेजी से बढ़े हैं। मौजूदा आईटी एक्ट (IT Act) इस नई तकनीक से निपटने के लिए पूरी तरह तैयार नहीं है और पुलिस को भी इसकी विशेष ट्रेनिंग नहीं है। एक समर्पित 'राष्ट्रीय एआई सुरक्षा नीति' बने। इसमें प्रावधान हो कि शिकायत के 2 घंटे के भीतर इंटरनेट से आपत्तिजनक डीपफेक कंटेंट हटा दिया जाए और ऐसे मामलों के लिए विशेष साइबर कोर्ट बनें।
