5. A three months course in well equipped labs can be introduced to graduate students for empowering the skills in advanced level based on the subject.
In India I feel to improve the research and innovation we need to focus on
1. Unlike west Job opportunities for people with Doctoral degrees are rare in India, hence the bright will not take the same as a career option.
2. The above fact is due to lack of private partnership. Meaning in private sector in India generally buy technology outside, mostly from west.
3. Knowing the fact that Government cannot create jobs for all the researchers, private sector should take up that challenge.
(2) The allocated fund may received only after several months from the project started by the faculty.
3. An orientation training should be given to the administrative staff to aware the research in their university that may ease their work and they know the reason of the work.
4. Similarly an orientation training given to faculties researchers to aware the usage of fund and its technical aspects.
What I observed was, we are plenty in intellectual resource. Universities are the main centers to access the students for higher education and research.We have numerous universities with necessary facilities and funding.Now we need to rejuvenate the universities. I found some of the problems in our universities (1) The lack of communication between the administrative staff and Research faculty's or scientists in universities that results in the time lag in the fund release.
Continued--Hence, this type of Ph.D course work is useless to the young scholars. Otherwise, the content should be relevant to the topic of research of the scholars. Nevertheless, it is difficult, because, each scholar has his own research area. But, Research methodology course work is need to fresh research scholars. The syllabus should contain practical problems in research; current trends in research, writing skills, technical skills, communication skills, and intellectual property rights.
As per UGC norms, the concept of Ph.D course work is good to give orientation towards research. However, Universities are misleading the concept. Duration of Ph.D course work is 6 months, Due to which researchers wasting their time and money for 6 months. It should be 1 or 2 months continuously. The syllabus for Ph.D course work is the syllabus of P.G students (any one of the semester). The same syllabus studied by scholar previous year during his P.G.course, what is the need to study again?
Continued-Some of the researchers are not only purchasing the certificates without attending the seminars or conferences but also getting the publications without doing in-house research. This type of culture should be restricted.Government should list out the journals, which are following the standards and made it mandatory to researchers to publish the paper in those journals only. Otherwise, unfair activities like., publishing papers non standard journals, non peer reviewed journals increased
UGC has encouraged the lecturers or university faculty to perform research by applying Minor or Major Research Projects (MRPs). Due to lack of monitoring on progress or quality of research, researchers are following unfair activities like., publishing papers non standard journals, paid journals, non peer reviewed journals or publishing papers by establishing their own journal.
Govt. has not only release sufficamount of funds to perform research work but also restrict the unfair activities
Continued--Some of the teaching faculties are attending for orientation course (OC) or refresher course (RC) for shake of certificate,useful for promotions.UGC should made it mandatory i) after completion of minimum number of OCs and RCs, the faculty should either start in-house research or apply for MRPs ii) if the lecturer or assistant professor has low quality research profile, he/she has to attend Faculty Improvement Programme (FIP) at IITs, IISc or foreign universities to get next promotion
Lack of interest and awareness on research of the faculty at graduate level
Neither promoted lecturers (≥60%) from lower cadre nor directly recruited lecturers (NET or SLET qualified) has no research experience. Hence, at least 6 months of mandatory training should be given at Academic Staff Colleges (ASCs). Nowadays, some of the ASCs neither providing orientation towards research nor giving skills on teaching-learning methodologies practically.
