I found the Jira admin course which is an expensive but easier tool to get knowledge. The government should tieup with MNC companies and have training institutes. people who are interested in the courses will enroll and pay 10000 for training and realtime projects in the training. After training, the candidates will have exams , so that we get certified. With that certification and realtime projects, the companies tieup with those institutes will hire candidates based on their certifications . These certifications should be provided by the companies which are registered in that government tieup institutes.
In this way, the organisation will train the candidates, certified candidates with related knowledge will become employees.
