sir, handloom sector is really a very vast area of development . what I suggest is, first of all indirectly you should reduce the import of clothes . You should provide them promotion out side of government sector . Also keep an eye that the raw material is easily and cost effectively available or not. Let them promote themselves and a little liberation in licensing process but with liberation is should be honest.

The handloom sector can become the most sustainable and boost the economy , if it is developed in a right way with the vision as well as mission. The Govt have to make the hubs in a cluster way with Skill Development Training, motivating the young entrepreneurs, promotion , linking with National and International tourism , organising the fashion shows, opening of outlets in big cities and Airports and Railway Stations, but all this with professional approach like it has been done in Khadi.

Government should take initiative for promote unique products for GI Tag. There are so many products in India have the good reputation at certain level. Now it is the time for carry forward the products to bigger market.
