There are multiple tasks to be mobilized to set up any project at initial level. The enterprenuer as a single person get fade up with procedures & formalities in acquiring Licenses, land, finance & other resources. In Rural areas -specially Taluka level - there should be guidence centre to mobilise group of aspirants to establish industrial unit and to form self help group to cooperate & support each other in forming support chain at initial stages.

MNREGA, I believe, is already being directed towards capital creation. in my opinion, to make it more objective, its funds should be directed towards river linking which will ultimately enhance the irrigation capabilities. river linking could prove to be the biggest job creator.
