To make the GANGA clean, we must have to target Indian youths specially school going students. It is therefore, IASRD felt that school children, if sensitized well in the need to keep Ganga clean, can be a good medium to spread the cause to include their parents, neighbors and friends gradually resulting in a people’s movement.

Seperate enforcement department (not police)should be in place for handling punishments of community service, for violating these.There should be specialist 3rd party monitoring and studying agencies(not govt agencies or ngos) for periodically advising, grading services in ghats and suggest improvements and improving quality of feeling when we are in Kashi or any other piligrimage place on Ganga and its tributaries. All Entry points and exit points into cities should be beautified in line.

All educational institutions irrespective of religion, creed, pvt or public should have 2 curriculums compulsory for 10 years minimum , one on cleanliness and other traffic sense and all people who dont obey should be given only community service for 3 months minimum along with fine payment. After 3 years of theory in studies, 7 years of practical experience is required to be compulsorily performed by students as todays children are tomorrows citizens. Catch them young on these two subjects.

Infact we can have Central varsity setup in Kashi for Safety,Cleanliness,Tourism and allied subjects specifically. This university can be guiding university for practicing and propagating and evolving cleanliness across Indian Cities and Villages and especially temple towns.All states should have their representatives .

The roads leading to Ghats should be made broad,processes be in place for people training for maintaining cleanliness keeping in mind for next 50 years as Kasi has to attain world class status. We just cant plan for 5 years but planning should be for 5 decades. We should make every Indian who visits Ghats proud of our traditions and culture and cleanliness. Population is young. Majority of people who visit Ganga are from UP and nearby states. All such states should have cleanliness as subjects

Shrads and other pujas so that all pujaris get chance and dont cheat people which brings bad name for some peoples misdoings. Even they should be trained to maintain cleanliness and not worry for petty gains. All Puja related activities on Ganga river especially on Ghats should only drop such items as part of traditions which are easily disposable. For that we need to study what is used and try to bring in ecologically acceptable items into dropping into river. For items which should not be dropped and wasted , we can have collecting agencies.
