I have the following suggestions:

1. Keep the capacity modular in nature, as the data requirement multiplies many fold each year.
2. There is a huge scope in each district, taluka, city lvel, state level for computerisation / data storage / data retrieval etc. So please plan with additional redunduncy.
3. With the advent of 5G, there is going to be hure requirement for data management, so keep this in mind.
4. All the current services - like payment - should be made digital.

More attention to primary level education system and tribal areas too.

More attention to northeast states

Please do make attention to eliminate slums by making good shelters to the dwellers. Slums making dislike towards our nation in foreign medias.

Donations:
People give to NGOs, Govt - some transparent some NOT.
Suggestion:
All donations should be routed through Govt IT Platform :
a). If donation is to Govt - Govt will keep this
b). IF person is wiling to give to Pvt or social Organization - Govt Platform will transfer the same immediately online to that organization
BUT in both cases
Govt Platform will be used. This will help :Tracking By Govt and people online (NO need for RTI)- and its utilization.

Make Data Base of Big Properties and review:

Major income (black/ Whie) is used in property circulation.
Any property with value over say Rs 1 cr or 5 cr should be scrutinized with source of income.
Any property can be sold thru govt i.e. citizens can only sale to Government and Govt will in turn run the tendering process and give the sales proceedings to the Seller.
THough Idea is not over centralization and Control - It can be reviewed periodically and relax basis need.

DRAFT DATA CENTER POLICY
Currently, as per various estimates, India has around 375 MW installed power capacity for Data Centre and as per projections, this may grow to three time by 2025. This policy intends to accelerate the projected Data Centre growth and investments in the sector.

I suggest
(1) to maintain status quo on EQUITY SHORT TERM CAPITAL GAINS
(2) Indexation Benefit on EQUITY LONG TERM CAPITAL GAINS TAX structure on STT paid security post completion of 1 year till 3 years period.
(3) Make it as ZERO TAX post completion of 3 years holding period on STT paid Equities.
