7. Most of the time girls' education is directly affected by the household need of workforce. If girls can be freed from such responsibilities then their presence in school would increase. Sanjha Chulha (community cooking center), planning of water distribution/supply to not collide with school hours can be planned.

6. Previously said HR team should also monitor the school dropout rate of each school and identify the cause of dropout. Arrange nukkad natak, parent education, engage social service representatives and NGO in areas where dropout rate is higher.

5. Like Human resource department in private companies, create Sankul Level, Sambhag level and tehsil level HR department which will do the counseling of girls on regular basis. Responsibilities of the HR representative would be to understand the problems being faced by girl child (financial, emotional, health, social etc) and provide solution for that.

1. Reserve Rural School teacher seats for women and priority should be given to woman belonging to same village.
2. Education tax should be spent only on girls' education.
3. Industrial training should have reservation for girls from lower earning class (no caste based quota. please).
4. Ask all NGOs working for girls' education should collaborate and share their knowledge and resources. Provide platform for such collaboration

I have seen this being done in kerala. Certain kilos of Ragi are given out in schools at regular intervals for kids attending government school. This could be modified: 1. One- tow kilo of cereal could be sent out each month to girls with 90-100% attendance. This encourages the parents to send the kids to school instead of work because they know that this will help them get food.
2. Civilians should contribute and donate food to the schools and volunteer in the distribution to avoid theft.
